Job Overview: The Monitoring and Evaluation (M&E) Specialist position is critical for overseeing and executing M&E activities for the Spotlight Initiative Africa Regional Programme (SIARP) 2.
This role involves developing and implementing a comprehensive M&E framework, collecting data on program indicators, and providing training and capacity development in M&E practices. The Specialist will work closely with the SIARP 2.0 Programme Coordinator and various stakeholders to ensure quality and timely M&E and reporting activities. The position requires a strong focus on evidence-based programming and accountability, as well as collaboration with UN agencies, the African Union Commission, and civil society organizations. The M&E Specialist will track progress, analyze performance, and advise on strategic program improvements to ensure that the program meets its objectives and delivers impactful results.
Duties and Responsibilities: The M&E Specialist will lead the development of the SIARP 2.0 M&E Framework and Annual Plans, ensuring that they are comprehensive and realistic. Responsibilities include managing the collation of regional baseline data, responding to technical requests from SIARP partners, and supporting mid-term assessments and end-of-project evaluations. The Specialist will coordinate the development of interim programmatic progress reports for donors and the Regional Programme Steering Committee, design M&E resource materials, and facilitate inter-agency efforts on results monitoring. Additionally, the Specialist will document progress against project implementation plans, develop strategic research and data partnerships, and facilitate knowledge management and dissemination of EVAWG data. The role also involves supervising M&E consultants and contractors, ensuring the quality and accuracy of collected data, and supporting the preparation of manuscripts and abstracts for publication.
Required Qualifications: Candidates must possess a Master's degree (or equivalent) in economics, international development, statistics, public policy evaluation, human rights, or a related field. They should have at least 5 years of progressively responsible experience in monitoring and evaluating complex multi-stakeholder and multi-year programs, with a focus on gender equality and human rights, particularly in relation to the elimination of violence against women and girls. Proven experience in drafting and producing results-focused reports, designing data collection tools, and applying theories of change is essential. Strong analytical and communication skills, as well as proficiency in database and office software, are required. Knowledge of Result Based Management principles and the UN system is advantageous.
Educational Background: A Master's degree (or equivalent) in a relevant field such as economics, international development, statistics, public policy evaluation, or human rights is required for this position. This educational background provides the necessary theoretical foundation and analytical skills needed to effectively monitor and evaluate complex programs.
Experience: The position requires at least 5 years of progressively responsible experience in monitoring and evaluating multi-stakeholder and multi-year programs. Candidates should have specific experience in M&E related to gender equality and human rights, particularly concerning the elimination of violence against women and girls. Experience in conducting policy research and analysis, as well as working with governments, donors, and civil society organizations, is also essential.
Languages: Fluency in English is required for this position. A working knowledge of other official UN languages is desirable, as it enhances communication and collaboration with diverse stakeholders.
