Job Overview:
The Associate Treasury Officer position is a critical role within the Treasury Services Division of the Treasury Department at ADB. This position is designed for individuals who are ready to contribute to the management of ADB's global banking relationships and ensure the smooth operation of bank account administration. The role involves providing analytical and technical support, which includes tasks such as opening new bank accounts, negotiating terms and conditions, and managing a comprehensive database of bank accounts. The Associate Treasury Officer will also be responsible for collaborating with various teams and banks to resolve account-related issues, ensuring compliance with internal and external audit requirements, and participating in business continuity activities. Duties and Responsibilities:
The duties and responsibilities of the Associate Treasury Officer include:
  • Opening new bank accounts as requested by teams, conducting comparative analyses of potential banks to ensure optimal choices.
  • Reviewing and negotiating the terms and conditions governing bank accounts, coordinating with relevant internal units for feedback.
  • Ensuring the accurate and timely encoding of bank account information in relevant IT systems.
  • Managing the development and maintenance of a comprehensive bank account database.
  • Collaborating with teams and banks to address and resolve any account-related issues that arise.
  • Periodically reviewing relationships with depository banks, including interest rates and fees, to ensure compliance with agreed terms.
  • Preparing Management Information Systems for bank accounts, including lists of accounts, their purposes, main contacts, and records of accounts opened and closed.
  • Providing operational support to resident missions regarding their banking needs.
  • Addressing internal and external audit requirements and proposing process enhancements where necessary. 1
  • Participating in business continuity or organizational resiliency activities to ensure operational stability.

Required Qualifications:
Candidates for the Associate Treasury Officer position must possess the following qualifications:
  • A Bachelor's degree in accounting, finance, business administration, or a related discipline, with a preference for candidates who have advanced training in these areas.
  • A minimum of 5 years of relevant professional experience, ideally in managing bank relationships.
  • Solid knowledge of international payment systems, foreign currencies, international financial instruments, and related transaction processes.
  • Familiarity with international banking practices, regulatory environments, and local banking landscapes.
  • Proficiency in specialized Treasury-related software is essential.
  • Experience in handling negotiations to reach agreements is highly desirable.
  • Proficiency in English is mandatory, with additional language skills considered an asset.

Educational Background:
The educational background required for the Associate Treasury Officer position includes a Bachelor's degree in accounting, finance, business administration, or other related disciplines. Candidates with advanced training or additional qualifications in these fields will be viewed favorably, as they will bring enhanced expertise to the role.

Experience:
The position requires at least 5 years of relevant professional experience, preferably in the management of bank relationships.
