Job Overview: The ICT Associate (Compliance and Licensing) is a proactive and detail-oriented individual responsible for supporting the lifecycle of software license and asset management across IOM's global footprint. This role involves coordinating globally procured Information and Communication Technology (ICT) licenses with end-users and verifying the accuracy of license reporting during renewals or purchases from vendors. The ICT Associate ensures that all countries and business units are charged accurately based on actual consumption, remain compliant with license agreements, and that ICT licenses are always audit-ready. Reporting to the Chief Technology Officer and the Senior ICT Officer (Service Management), the ICT Associate plays a crucial role in supporting the administration and compliance of ICT licenses, contributing to the organization's overall efficiency and effectiveness in managing its software assets.
Duties and Responsibilities: The duties and responsibilities of the ICT Associate (Compliance and Licensing) include supporting the maintenance of a centralized view of all software licenses used across IOM, facilitating accurate inventory, allocation, and tracking. The Associate will analyze usage data to ensure that each country and business unit is billed correctly for license consumption, adhering to software licensing models. Compliance support involves monitoring adherence to license agreements and ensuring compliance at various levels. The Associate will assist in preparing for internal and external audits by maintaining accurate records and contractual documentation. Additionally, the role includes supporting the use of Software Asset Management (SAM) tools for tracking and reporting, coordinating with procurement and finance teams, implementing licensing policies, identifying underutilized licenses, and performing other duties as assigned.
Required Qualifications: Candidates must possess a university degree in Computer Science, Information Technology, or a related field from an accredited institution, along with three years of relevant experience. Alternatively, candidates with completed High School education and five years of relevant experience will also be considered. Desirable qualifications include certification in Information Technology Infrastructure Library (ITIL), completion of the Microsoft Licensing Solutions Specialist (LSS), and certifications in Microsoft 365 Fundamentals and Microsoft Azure Fundamentals. Certification as a Certified Software Asset Manager (CSAM) or Certified IT Asset Manager (CITAM) is a distinct advantage.
Educational Background: The educational background required for this position includes a university degree in Computer Science, Information Technology, or a related field from an accredited academic institution. Candidates with completed High School or Secondary school education may also apply if they have five years of relevant experience. Accredited universities are those listed in the UNESCO World Higher Education Database.
Experience: Candidates should have experience supporting IT software asset management processes, with hands-on experience using Software Asset Management tools such as Flexera, Snow, ServiceNow, and FreshService. Experience in evaluating license costs and identifying opportunities for consolidation and cost reductions is essential. Familiarity with working with vendors and original equipment manufacturers is a distinct advantage, as is experience supporting network infrastructure and the Cisco Meraki network portfolio at Tier 1 and Tier 2 levels.
Languages: IOM's official languages are English, French, and Spanish. All staff members are required to be fluent in one of these languages. For this position, fluency in English is required, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract for this position is fixed-term for one year, with the possibility of extension. The recruitment type is General Service, and the position is classified at Grade G-
