Job Overview:
The National Programme Officer - Gender/GBV Coordination plays a crucial role in analyzing and assessing political, social, and economic trends that impact gender equality and women's empowerment in the Philippines. This position involves guiding and facilitating the delivery of UNFPA's programs related to gender equality and the prevention of gender-based violence (GBV). The officer will collaborate closely with various units within the UNFPA Country Office and report to the Assistant Representative, under the supervision of the UNFPA Country Representative. The role requires a deep understanding of the complexities surrounding gender issues and the ability to support the effective management of UNFPA activities aimed at advancing gender equality and eradicating GBV. The officer will contribute to project formulation, implementation, monitoring, and policy advocacy, ensuring that gender considerations are integrated into all aspects of UNFPA's work.

Duties and Responsibilities:
As the National Programme Officer, the individual will be responsible for a range of tasks including: analyzing the political, social, and economic environment relevant to population and development, sexual and reproductive health, and GBV; keeping abreast of new policy developments and preparing briefs for policy dialogue; contributing to the development of comprehensive interventions for GBV and harmful practices; collaborating with government counterparts and NGOs to design and implement country programs; disseminating and applying standard guidelines during program implementation; developing action plans for GBV initiatives; supporting resource mobilization efforts; preparing periodic progress and financial reports; providing technical support to implementing partners; mobilizing stakeholders around GBV issues; and contributing to the integration of gender initiatives in humanitarian programming. The officer will also be expected to perform any other duties as requested by the UNFPA Representative.

Required Qualifications:
Candidates must possess an advanced degree in gender studies, law, humanitarian law, sociology, political science, or related fields. They should have at least two years of professional experience in development assistance with a focus on gender/GBV programming. Practical experience in project design, monitoring, and evaluation is essential, along with field/community-based experience being an asset. Candidates should demonstrate initiative, passion, and commitment to UNFPA's mission, as well as knowledge of current developments in sexual and reproductive health, gender equality, and youth empowerment. Strong research and analytical skills, excellent communication abilities, and proven interpersonal skills are required. The ability to work in a multicultural environment and willingness to travel to remote areas of the country is also necessary.

Educational Background:
An advanced degree in gender studies, law, humanitarian law, anthropology, sociology, social science, political science, development studies, international studies, or other related social science disciplines is required for this position. This educational background is essential to understand the complexities of gender issues and to effectively contribute to UNFPA's mission.

Experience:
The position requires a minimum of two years of professional experience in development assistance, specifically focusing on gender and GBV programming. Candidates should have practical experience in the design, monitoring, and evaluation of development projects, as well as experience in policy dialogue and advocacy. Field or community-based experience is considered an asset, as it provides valuable insights into the challenges faced by women and girls in various contexts.

Languages:
Fluency in English and Filipino (the national language) is mandatory, both orally and in writing. Excellent interpersonal and communication skills are essential for effectively engaging with various stakeholders and representing the organization in external relations.
