Job Overview:
The Global Forum Head of Secretariat is a pivotal role within the OECD, responsible for providing leadership and strategic direction to the Global Forum on Transparency and Exchange of Information for Tax Purposes. This position requires a highly experienced and dynamic individual who can manage a multidisciplinary team of over 60 professionals in a multicultural environment. The Head of Secretariat will represent the Global Forum in international meetings and work closely with senior policymakers from leading economies. The role involves overseeing the implementation of international standards on transparency and exchange of information for tax purposes, monitoring compliance, and providing capacity building and technical assistance to member jurisdictions, particularly developing countries. The successful candidate will also contribute to horizontal initiatives and ensure the Global Forum's activities align with OECD's broader objectives.

Duties and Responsibilities:
The duties and responsibilities of the Global Forum Head of Secretariat include:
  • Providing strategic leadership and policy advice related to transparency and exchange of information, particularly to G20 and G7 initiatives.
  • Overseeing the analytical and policy work of the Secretariat and ensuring member compliance with international standards.
  • Managing the Global Forum's human capital through effective recruitment, professional development, and performance management.
  • Building and leading a cohesive, multicultural team while promoting excellence, inclusion, and diversity.
  • Implementing communication strategies to enhance the Global Forum's impact and visibility.
  • Establishing and maintaining relationships with international organizations, national authorities, and the private sector.
  • Managing fundraising efforts to support the Global Forum's core activities and technical assistance initiatives.
  • Participating actively in the Management Team of the Centre for Tax Policy and Administration (CTPA).

Required Qualifications:
The ideal candidate for the Global Forum Head of Secretariat position should possess the following qualifications:
  • An advanced university degree in economics or a professional qualification in tax or a related field.
  • At least ten years of senior-level experience in a national government, private sector, or international organization related to tax, including managerial experience.
  • Proven ability to set strategic policy targets in tax transparency and lead multidisciplinary teams to achieve these targets.
  • Excellent technical knowledge of tax administration practices and experience analyzing legislative texts and tax systems.
  • Familiarity with exchange of information practices is essential.
  • Strong communication skills and the ability to engage effectively with stakeholders at all levels.

Educational Background:
Candidates must have an advanced university degree in economics or a professional qualification in tax or a related subject. This educational background is crucial for understanding the complexities of tax policies and their implications for international standards on transparency and exchange of information.

Experience:
Candidates should have at least ten years of experience at a senior level in a relevant field, such as national government, private sector, or international organizations, specifically in areas related to tax. This experience should include managerial responsibilities and a proven track record in setting and achieving strategic policy targets in tax transparency.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with a willingness to learn the other language. Knowledge of additional languages would be considered an asset, enhancing the candidate's ability to communicate effectively in a diverse international environment.

Additional Notes:
The position is a three-year fixed-term appointment with the possibility of renewal. The closing date for applications is midnight on 22 June 2025 (CEST). The OECD offers a competitive monthly base salary starting from 14,027 EUR, plus allowances based on eligibility, and is exempt from French income tax. The appointment may be made at a lower grade depending on the qualifications and professional experience of the selected applicant.
