Job Overview: The National Programme Officer (Emergency Health & Recovery) will play a crucial role in overseeing IOM's Emergency Health and Recovery operations in Ukraine. This position involves the successful implementation and monitoring of emergency health projects aimed at providing essential health services to conflict-affected populations. The officer will be responsible for supervising project activities, recruiting staff, procuring medical supplies, assessing health infrastructure, and supporting health information systems. The role requires close collaboration with field staff to develop project management tools and ensure the timely availability of resources for health responses. Additionally, the officer will provide technical support for monitoring and evaluation of health interventions, identify health needs through assessments, and contribute to the development of contingency plans at the field level. Regular reporting and field visits to monitor program implementation and build team capacity are also key responsibilities.
Duties and Responsibilities: The duties and responsibilities of the National Programme Officer include overseeing emergency health and recovery responses, supervising project activities, recruiting and managing staff, procuring medical equipment and supplies, assessing health infrastructure, and supporting health information systems. The officer will facilitate capacity building of staff, conduct performance appraisals, and ensure the implementation of planned activities. Required Qualifications: Candidates must possess a Master’s degree in Public Health or a related field from an accredited institution, with at least two years of relevant professional experience. Alternatively, a Bachelor’s degree in the same fields with four years of relevant experience is acceptable. Practical experience in project management, including administrative and financial management, procurement, and HR procedures, is essential. Candidates should have experience working with governmental authorities, donors, and partner institutions, as well as managing complex emergency and recovery programming. Strong operations background and effective resource mobilization skills are also required.
Educational Background: The educational background required for this position includes a Master’s degree in Public Health or a related field from an accredited academic institution. Candidates with a Bachelor’s degree in the same fields are also eligible if they have four years of relevant professional experience. The educational qualifications should provide a solid foundation in public health principles and practices, which are critical for the effective management of health programs in emergency settings.
Experience: The position requires candidates to have practical experience in project management, particularly in emergency and humanitarian contexts. This includes experience in administrative and financial management, procurement, and human resources procedures. Candidates should have a proven track record of working in coordination with national and local governmental authorities, donors, and partner institutions. Languages: Fluency in Ukrainian and English, both oral and written, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required. Additional Notes: The position is subject to funding confirmation, and only shortlisted candidates will be contacted. The selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. National Professional Officers must be nationals of the country of their employment. The appointment will be contingent upon certification of medical fitness, verification of residency, and necessary government authorizations.
