Job Overview:
The ICLA Specialist position at NRC involves providing technical development and strategic direction for the ICLA program in Afghanistan. The role requires the specialist to ensure quality assurance and capacity building of staff while fostering a collaborative environment. The specialist will be responsible for developing the ICLA strategy, providing technical guidance, and implementing a macro logical framework approach. This includes fundraising, proposal development, and donor reporting, as well as identifying trends and technical standards relevant to donor priorities. The specialist will also support project implementation, extract key learnings, and incorporate them into development processes. Additionally, the role involves building relationships with stakeholders, participating in forums and working groups, and representing NRC in various capacities. The position is crucial for addressing the complex humanitarian situation in Afghanistan, particularly in light of the recent regime change and the ongoing challenges faced by displaced populations.

Duties and Responsibilities:
The ICLA Specialist will be responsible for the following duties and responsibilities:
  • Develop and implement the ICLA strategy, ensuring alignment with NRC's overall mission and objectives.
  • Provide technical guidance and support to staff on ICLA-related issues, ensuring high-quality project implementation.
  • Lead fundraising efforts, including the development of proposals, budgets, and donor reports.
  • Identify and analyze trends, technical standards, and donor priorities to inform program development.
  • Facilitate capacity building and training for technical staff to enhance their skills and knowledge in ICLA and related areas.
  • Build and maintain relationships with stakeholders, including government agencies, NGOs, and community organizations.
  • Participate in relevant forums, clusters, and working groups to represent NRC and advocate for the needs of displaced populations.
  • Extract key learnings from project implementation and incorporate them into future development processes.
  • Ensure compliance with NRC's policies and procedures, particularly in relation to safeguarding and protection.

Required Qualifications:
The ideal candidate for the ICLA Specialist position should possess the following qualifications:
  • Proven expertise in legal assistance within a humanitarian or recovery context.
  • In-depth knowledge of ICLA, Rule of Law, and Access to Justice principles.
  • Familiarity with Housing, Land, and Property rights issues.
  • Experience working in complex and volatile contexts, particularly in Afghanistan and South-East Asia.
  • Strong analytical skills and the ability to foster a collaborative work environment.
  • Excellent communication skills, both written and verbal, in English.
  • Demonstrated ability to build and lead effective teams in challenging situations.

Educational Background:
Candidates should have a relevant educational background, typically including a degree in law, social sciences, international relations, or a related field. Advanced degrees or specialized training in humanitarian law, human rights, or related disciplines are highly desirable.

Experience:
The position requires significant experience in legal assistance and humanitarian response, with a minimum of several years working in similar roles within the humanitarian sector. Candidates should have a track record of successful project implementation and capacity building in complex environments, particularly in relation to displacement and humanitarian needs.

Languages:
Fluency in English is mandatory, both written and verbal. Knowledge of local languages spoken in Afghanistan is an advantage but not required. Proficiency in additional languages relevant to the region may also be beneficial.

Additional Notes:
This position is based in Kabul, Afghanistan, with a contract duration of 12 months. The role involves approximately 35% travel within the country. The position is classified as Grade 9 in NRC's Salary Scale, which comes with a competitive compensation and benefits package.
