Job Overview: The Finance Officer position is crucial for maintaining the financial integrity of the EBRD's operations. The individual in this role will be responsible for recording, checking, and posting a large volume of varied transactions on a daily basis. This includes verifying the accuracy of provided data and ensuring compliance with the policies and procedures set forth by both the Bank and its donors. The Finance Officer will work closely with both internal and external clients, utilizing various systems to deliver results within strict deadlines. The role requires a strong analytical mindset and the ability to handle complex financial data while ensuring adherence to established guidelines.
Duties and Responsibilities: The Finance Officer will be tasked with several key responsibilities, including: checking Bank and Donor funded invoices against underlying contracts to ensure accuracy and compliance; providing guidance to Budget Officers and staff regarding adherence to policies; liaising with internal and external clients to clarify information and resolve queries; checking and posting parked journals to financial accounts; analyzing and processing travel and expense claims; preparing monthly account reconciliations; overseeing the cost recovery process; preparing and submitting claims for tax recovery; authorizing Donor Funded requests for payments; enhancing current procedures; producing reports to support banking activities; and providing training to new team members.
Required Qualifications: Candidates must possess a degree-level education and demonstrate strong analytical, problem-solving, and numerical skills. Previous experience with SAP is desirable, along with strong computer skills in Windows, Outlook, Word, and Excel. Excellent interpersonal skills, including tact and diplomacy, are essential. Experience working accurately within strict deadlines and in the finance sector, particularly with contractual documentation, is advantageous. Fluency in English, both verbal and written, is mandatory, and additional relevant languages are beneficial.
Educational Background: A degree in finance, accounting, business administration, or a related field is required for this position. Candidates should have a solid understanding of financial principles and practices, as well as familiarity with financial software and systems.
Experience: The ideal candidate should have prior experience in a finance-related role, with a focus on transaction processing, financial reporting, or budget management. Experience in an international organization or a similar environment is preferred, as it provides valuable context for the responsibilities of the Finance Officer.
Languages: Fluency in English is mandatory for this role, with both verbal and written communication skills being essential. Knowledge of additional languages relevant to the EBRD's operational regions would be considered an asset, enhancing the candidate's ability to communicate effectively with diverse stakeholders.
