Job Overview:
The Associate Human Resource Officer position is situated within the Culture and Talent Division of the Budget, People, and Management Systems Department at ADB. This role is pivotal in supporting the design and implementation of various initiatives and programs aimed at enhancing the organizational culture and talent management practices. The officer will be responsible for coordinating analytical and technical support, which includes preparing and monitoring the division's annual budget. Duties and Responsibilities:
The Associate Human Resource Officer will undertake a variety of responsibilities, including but not limited to: implementing assigned BPCT initiatives and programs, ensuring smooth coordination within and beyond the division; administering contracts through the Consultant Management System, managing the lifecycle of contracts for external experts; engaging with consultants on contract matters, including claims processing and contract variations; supporting procurement processes by drafting terms of reference and conducting market research; contributing to the preparation of the division's annual and mid-year administrative expense and operational budget; consolidating budget requirements from various teams for supervisor review; monitoring budget utilization and ensuring deviations are accounted for; assessing work methods and processes for efficiency improvements; coordinating with internal clients and stakeholders to respond to HR-related requests; and performing other tasks as assigned in the staff's workplan.

Required Qualifications:
Candidates for the Associate Human Resource Officer position must possess a Bachelor's degree in Human Resource Management, Psychology, Business or Public Administration, Social Sciences, or related fields, with a preference for advanced training in these areas. Additionally, applicants should have at least 5 years of relevant professional experience in human resources, particularly with budget management experience and a solid understanding of human resources management areas.
