Job Overview:
The position of International Expert Curriculum Developer involves organizing and conducting a six-day training course for curriculum developers from the Kosovo Academy for Public Safety (KAPS) and its subordinate institutions. The primary objective is to enhance the professional capacity of KAPS by providing training that aligns with local and international accreditation standards. The expert will be responsible for developing a comprehensive training agenda, delivering theoretical and practical training, and evaluating the participants' workload. This role is crucial in ensuring that KAPS can develop competence-based curricula that meet the needs of public safety providers in Kosovo. The training will cover essential topics related to curriculum development, including learning outcomes, assessment criteria, and the Bologna action lines, thereby equipping participants with the necessary skills to create effective educational programs.

Duties and Responsibilities:
The International Expert Curriculum Developer will have several key responsibilities, including:
  • Preparing a detailed five-day training agenda and PowerPoint presentation that includes scenario-based exercises, ensuring timely submission and adherence to quality standards.
  • Conducting five days of in-person training for fifteen KAPS and PSI curriculum developers, focusing on both theoretical knowledge and practical application.
  • Evaluating the students' workload over one day and providing constructive feedback.
  • Drafting a student evaluation report that includes results and recommendations for further capacity building, which will be shared with the Activity Manager.
  • Compiling a final consultancy report summarizing the training outcomes and observations for future activities, to be submitted to the Activity Manager.

Required Qualifications:
Candidates must possess a minimum of five years of relevant professional experience in an internationally accredited police college, academy, or university. They should have extensive experience in teaching and training law enforcement personnel, as well as a strong background in developing and standardizing competence-based curricula for law enforcement agencies. Familiarity with the accreditation and certification processes for public safety training modules is essential. Additionally, candidates should have a thorough understanding of the legal framework and institutional aspects of law enforcement in Kosovo. The ability to work collaboratively with diverse teams and excellent communication skills in English are also required.

Educational Background:
A Bachelor's Degree or equivalent first-level university degree is required for this position. The educational background should be relevant to the field of public safety, law enforcement, or curriculum development, ensuring that the candidate has the foundational knowledge necessary to effectively deliver the training.

Experience:
The position requires a minimum of five years of professional experience in relevant fields, particularly in teaching and training within law enforcement contexts. Candidates should have a proven track record of developing curricula and training programs that meet international standards, demonstrating their capability to enhance the educational offerings of KAPS and its associated institutions.

Languages:
Fluency in English is mandatory for this position, as all training materials and communications will be conducted in this language. While not required, knowledge of additional languages, particularly those spoken in Kosovo, may be considered an asset and could enhance the candidate's ability to engage with diverse participants.

Additional Notes:
The contract for this position is a Special Service Agreement (SSA) for a duration of six working days. The consultant will be expected to start on June 23, 2025, and complete all deliverables by mid-July 202
