Job Overview:
The Section Head of Archives and Records Management at the IAEA is a pivotal role that involves overseeing the management of archives and records services. This position reports directly to the Director of General Services and is responsible for establishing and leading a framework of policies and services that ensure the creation and management of authentic, reliable, and usable records. The Section Head will act as an advisor on data governance, manage a team, and ensure alignment with the IAEA's strategic objectives. The role also requires the introduction of innovative technological solutions in archives and records management, fostering professional relationships with other UN agencies and international organizations, and ensuring the effective use of resources.

Duties and Responsibilities:
The Section Head will be responsible for people management, including recruitment, performance evaluation, and career management of staff. They will oversee the operations of the Archives and Records Management Section (ARMS), ensuring that human and financial resources are managed effectively. This includes developing budgets, monitoring KPIs, and making strategic recommendations based on data analytics. The Section Head will also manage IT products related to information management and provide specialist advice on access to information and records management. They will develop and implement the Records and Information Management (RIM) policy framework and digital preservation strategy, ensuring stakeholder engagement and resource mobilization.

Required Qualifications:
Candidates must possess a Master's Degree in Computer Science, Information Technology, or a related field. A Bachelor's Degree combined with two additional years of relevant experience may be considered in lieu of a Master's degree. A degree or coursework in Management or Information Sciences is highly desirable. Candidates should have a minimum of seven years of relevant professional experience, with proven expertise in digital recordkeeping, change management, and data analytics. Strong leadership skills and the ability to manage a multicultural team are essential, along with a commitment to ethical standards and IAEA values.

Educational Background:
The educational background required for this position includes a Master's Degree in a relevant field such as Computer Science, Information Technology, or Archives and Records Management. A Bachelor's Degree in these fields, combined with additional professional experience, may also be acceptable. Additional coursework in Management or Information Sciences is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
The position requires a minimum of seven years of relevant professional experience, particularly in areas related to digital recordkeeping, digital preservation, and electronic records management. Candidates should have a proven track record in change management and the application of AI in recordkeeping. Experience in managing financial, human, and information resources effectively is crucial, as is the ability to work under pressure and demonstrate independent judgment.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of other official IAEA languages, such as Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's profile.
