Job Overview:
The Analyst position within the National Accounts Division (NAD) of the Statistics and Data Directorate (SDD) at the OECD is pivotal in addressing environmental-economic accounting and climate statistics. The successful candidate will engage in conceptual and methodological research related to climate change monitoring and the System of Environmental-Economic Accounting (SEEA). This role involves developing statistics and databases that reflect the interplay between the environment and the economy, collaborating with experts, drafting publications, and presenting findings at international meetings. The Analyst will contribute to significant international initiatives, including the UN Committee of Experts on EEA (UNCEEA) and the G20 Data Gaps Initiative (DGI), thereby playing a crucial role in shaping global environmental statistics and policies.

Duties and Responsibilities:
The Analyst will undertake a variety of responsibilities, including but not limited to: conducting conceptual and methodological research on climate change monitoring and the SEEA; leading the production of a consistent database on greenhouse gas emissions in collaboration with other directorates; estimating countries' greenhouse gas emission trajectories towards Net Zero by 2050; developing improved methods for estimating carbon emissions from land use and forestry; encouraging countries to build SEEA accounts and producing estimates to fill data gaps; drafting and publishing working papers on environmental-economic accounting; contributing to the maintenance of the SEEA statistical database; organizing meetings and seminars related to greenhouse gas databases and SEEA implementation; liaising with OECD member countries to support their SEEA account compilation; and communicating results to external audiences through various channels.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in statistics, economics, social sciences, environmental policy, or a closely related field. Additionally, a minimum of three years of experience in conceptual and methodological work on statistics is required, particularly in the context of environmental-economic accounts and climate statistics. Proven skills in drafting technical documents and establishing professional relationships with internal and external stakeholders are essential. Familiarity with Microsoft Office, especially Excel, is required, and programming skills in languages such as R, Python, or STATA are advantageous.

Educational Background:
The position requires an advanced university degree, such as a Master's degree or equivalent qualification, in a relevant field such as statistics, economics, social sciences, or environmental policy. This educational background is crucial for understanding the complexities of environmental-economic accounting and climate statistics, as well as for conducting the necessary research and analysis.

Experience:
Candidates should have a minimum of three years of relevant professional experience, particularly in conceptual and methodological work related to statistics. This experience should include a strong focus on environmental-economic accounts and climate statistics, as well as demonstrated ability in drafting technical notes, reports, and working papers. Experience in collaborating with experts and stakeholders in both governmental and non-governmental sectors is also important.

Languages:
Fluency in one of the two official OECD languages, English or French, is mandatory, along with knowledge of the other language. Candidates should demonstrate a commitment to achieving a good working level in the second language, as effective communication in both languages is essential for collaboration within the organization and with member countries.

Additional Notes:
The position offers an open-ended appointment with no foreseen end date. The monthly salary starts at 7,955.19 EUR, with additional allowances based on eligibility and exempt from French income tax.
