Job Overview:
The Information Management Specialist will play a crucial role in integrating gender perspectives into humanitarian data collection and analysis in Palestine. This position is essential for enhancing the humanitarian response to the ongoing crisis in Gaza and the West Bank, particularly in light of the severe humanitarian needs resulting from the protracted Israeli occupation and recent escalations in violence. The specialist will work closely with various stakeholders to ensure that gender data is systematically collected and utilized to inform humanitarian actions and decision-making processes. This role involves advising on gender integration in assessments, supporting the development of data collection tools, and ensuring that the humanitarian response is inclusive and responsive to the needs of women and girls.

Duties and Responsibilities:
  • Lead the production of gender/SADD data in Palestine through primary and secondary data collection.
  • Advise on gender integration in inter-agency assessments and methodologies.
  • Support the information management of the interagency community feedback mechanism.
  • Participate in humanitarian data and information management bodies.
  • Coordinate efforts to mainstream gender in sectoral assessments.
  • Develop data collection and analysis systems in coordination with inter-cluster efforts.
  • Provide technical support to inter-agency coordination groups.
  • Support the development of visualization and data dissemination strategies.
  • Provide information management support to UN Women’s programmatic activities in Palestine. 1
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
  • Master’s degree or equivalent in gender, international relations, international development, or other social science fields.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • Project/programme management certification is an advantage.
  • Excellent information management, analytical, and research skills.
  • Strong understanding of gender equality and women's empowerment.
  • Excellent writing and organizational skills.
  • Knowledge of gender-related humanitarian issues in the country.
  • Strong knowledge of computer office tools and statistical software.
  • Ability to work under pressure on multiple projects while maintaining high quality.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as gender studies, international relations, or social sciences. A first-level university degree combined with additional qualifying experience may also be considered. A project or programme management certification would be beneficial.

Experience:
At least 5 years of experience in humanitarian information management, including monitoring and evaluation (M&E) and results-based management. Experience in cross-cutting issues such as gender, protection, and accountability to affected populations is required. Familiarity with humanitarian response and coordination, particularly with the cluster system, is strongly desirable. Experience working with diverse stakeholder groups and in the Arab region is also preferred.

Languages:
Fluency in English and Arabic is required for this position, as effective communication in both languages is essential for the role.

Additional Notes:
The position is office-based in Gaza, Jerusalem, or Ramallah. The consultancy is urgent due to the ongoing humanitarian crisis, and the specialist will report directly to the Head of the Gaza Sub-Office. The role is full-time and involves collaboration with various humanitarian actors and stakeholders.
