Job Overview:
The IT Operations Officer (DAS Operations Lead) position is crucial for supporting beneficiary management activities across Ethiopia, particularly in the context of WFP's five-year Country Strategic Plan (2020-2025). The role involves collaborating with various stakeholders from both the country office and field offices to leverage technology, specifically the SCOPE system, to enhance the efficiency of program implementation. The DAS Operations Lead will oversee the deployment of IT solutions, ensuring that all necessary systems are in place for effective beneficiary registration and assistance delivery. This position requires a proactive approach to identifying IT needs, coordinating training for staff and partners, and monitoring the implementation of technology solutions to ensure compliance with best practices.

Duties and Responsibilities:
The key responsibilities of the IT Operations Officer include leading the implementation of the SCOPE system and related technologies to support beneficiary management. This involves analyzing pre-deployment IT requirements, developing training programs for WFP staff and partners, and liaising with the SCOPE Service Desk to resolve operational issues. The officer will attend meetings with various stakeholders to prepare for and oversee implementations, monitor the SCOPE platform for data integrity, and undertake additional tasks as required. The role demands a high level of collaboration with Activity Managers, Procurement, Finance, Supply Chain, and other units to ensure seamless operations and effective delivery of assistance.

Required Qualifications:
Candidates must possess an advanced or first university degree in Information Systems, Information Technology, Computer Science, Data Science, or related fields. Alternatively, a first university degree combined with additional years of relevant work experience and/or training may be acceptable. Strong experience in technology implementation, particularly in humanitarian or development contexts, is essential. Candidates should demonstrate high performance in previous roles and possess the ability to collaborate effectively with various stakeholders, including government and private sector partners.

Educational Background:
The educational background required for this position includes an advanced or first university degree in relevant fields such as Information Systems, Information Technology, Computer Science, or Data Science. Candidates with a first university degree and additional relevant work experience or training will also be considered. This educational foundation is critical for understanding the complexities of IT operations within a humanitarian context and for effectively managing technology solutions that support beneficiary assistance.

Experience:
The position requires at least three years of progressively responsible professional experience in either the private or public sector. Candidates should have experience in client-facing roles related to technology implementation projects or in the planning, design, and execution of humanitarian or development programs. Experience in coordinating with multiple stakeholders and managing complex projects in challenging environments is highly valued. Familiarity with SCOPE and other relevant systems is essential, along with a demonstrated ability to analyze data and manage IT operations effectively.

Languages:
Fluency in English (level C) is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse communities and stakeholders in Ethiopia. Strong communication skills in English are essential for effective collaboration and reporting within the organization and with external partners.
