Job Overview: The position involves the design and installation of a Social Observatory for the Metropolitan District of Quito, aimed at collecting, processing, and disseminating information regarding the situation of the population, particularly focusing on women and vulnerable groups. The consultant will work closely with ONU Mujeres and local government entities to ensure that the data collected is representative and disaggregated by gender, contributing to the local government's agenda on security, violence elimination, and care policies. The consultant will have a high degree of independence in their functions and will coordinate with various stakeholders to develop the necessary products for the observatory.
Duties and Responsibilities: The consultant will be responsible for collecting and processing information from existing data sources in the Metropolitan District of Quito (DMQ) regarding social service programs and coverage. They will construct variable dictionaries for each indicator, design and build databases, execute data tabulation plans, calculate indicators based on methodological sheets, and create visual data representations. Additionally, the consultant will conduct training sessions for municipal technical teams responsible for data production and updates, ensuring effective knowledge transfer and capacity building.
Required Qualifications: Candidates must possess a minimum of a high school diploma or a bachelor's degree in Social Sciences, Statistics, or related fields. Specialized training in information systems, indicator calculation, social data, or quantitative methods is desirable. The consultant should have strong analytical skills, the ability to synthesize information, and a comprehensive understanding of methods and procedures relevant to the role.
Educational Background: A high school diploma is the minimum requirement, while a bachelor's degree in relevant fields is preferred. Specialized training in data systems and quantitative methods is highly desirable, enhancing the candidate's ability to perform the required tasks effectively.
Experience: Candidates should have at least 7 years of experience in data research, social indicators, or related fields if they hold a high school diploma, or at least 4 years of experience if they possess a bachelor's degree. Experience in statistical systems or quantitative data management for a minimum of 3 years is preferred, along with experience in local government projects in Ecuador and gender equality initiatives.
Languages: Fluency in Spanish is mandatory, while working knowledge of English is considered an asset. Proficiency in both languages will enhance communication with diverse stakeholders and facilitate the consultant's work within the organization.
Additional Notes: The consultancy contract includes all costs, and the organization will not cover additional expenses beyond the agreed fees. The consultant is responsible for obtaining medical insurance for the duration of the contract, including coverage for COVID-19-related illnesses. The consultant will work intermittently from their own workspace or at ONU Mujeres' office in Quito, with the expectation of attending in-person meetings as required. The contract stipulates that all intellectual property rights related to the work produced will belong to ONU Mujeres, and the consultant must adhere to the organization's policies on diversity and inclusion.
