Job Overview:
The Regional Director will oversee the substantive work programme of OHCHR’s Regional Office for Europe, Central Asia, Middle East, and North Africa. This role involves managing activities, ensuring timely execution of programmed activities, and coordinating efforts within the Division and field offices. The Regional Director will lead the development and implementation of technical cooperation projects, maintain cooperation with Member States and various organizations, and ensure high-quality outputs from the Regional Office. The position requires strategic resource mobilization and effective communication as the High Commissioner’s representative in the specified regions. The incumbent will also be responsible for administrative tasks necessary for the functioning of the Regional Office, including budget preparation and staff management.

Duties and Responsibilities:
The Regional Director will be responsible for formulating and implementing the work programme of the Regional Office, overseeing management activities, and ensuring timely execution of projects. The incumbent will lead and supervise the work of different units, provide substantive reviews of drafts, and direct the planning and evaluation of human rights field presences. The role includes maintaining cooperation with various stakeholders, ensuring high-quality outputs, assisting in work programme preparation, engaging in strategic resource mobilization, and managing administrative tasks. The Regional Director will also recruit staff, foster teamwork, represent the office at meetings, and provide programmatic expertise.

Required Qualifications:
Candidates must possess a strong knowledge of human rights and related fields, with the ability to produce and review reports on technical issues. Professionalism, effective communication, leadership skills, and the ability to manage performance are essential. The incumbent should demonstrate a commitment to gender balance and inclusivity in staffing and operations. The role requires a proactive approach to developing strategies and resolving conflicts, as well as the ability to inspire and motivate others.

Educational Background:
An advanced university degree (Master's degree or equivalent) in law, human rights, political science, international relations, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.

Experience:
Candidates must have at least 15 years of progressively responsible experience in human rights or related fields at both national and international levels. This includes at least 10 years of supervisory, management, and leadership experience. Experience working with international organizations in multicultural environments is essential, along with demonstrated experience in managing project implementation and strategic resource mobilization.

Languages:
Fluency in English, both oral and written, is required for this position. Knowledge of another UN official language is desirable, which may enhance communication and collaboration within the organization.
