Job Overview: The Finance Manager for the Human Mobility Hub (HMH) is expected to be a proactive and detail-oriented individual with a strong background in financial management, particularly within the humanitarian sector. This role is crucial for ensuring that the financial setup aligns with NRC standards and supports effective project implementation. The Finance Manager will lead finance management processes, ensuring compliance with financial regulations and donor requirements. The position requires excellent interpersonal skills and the ability to work collaboratively in cross-functional environments. The Finance Manager will also be responsible for developing budgets, conducting analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, and providing guidance to local partners on financial matters, thereby contributing to the overall quality of programming within HMH.
Duties and Responsibilities: The Finance Manager will have a comprehensive set of responsibilities, including: ensuring adherence to the Financial Handbook and NRC policies; implementing financial systems and procedures; maintaining budget control and monitoring cash flows; updating the Master Budget regularly to reflect funding needs; developing financial standards for local partners; providing capacity-sharing on budgeting and financial compliance; delivering timely and accurate financial reporting; managing financial risks and resolving issues; overseeing the performance management and development of directly reporting staff; training HMH staff on finance procedures; and implementing anti-corruption policies. This role is pivotal in ensuring that financial management processes are efficient and effective, ultimately supporting the mission of NRC in the region.
Required Qualifications: Candidates must possess a minimum of 3 years of experience in a senior finance management role within humanitarian or recovery contexts. They should demonstrate expertise in master budget development, financial management with local partners, and capacity-sharing initiatives. Experience in start-up operations and localization efforts is highly desirable. Strong coordination and communication skills are essential, along with the ability to manage multiple stakeholders in complex environments. Proficiency in modern accounting systems and software is required, as well as the ability to work independently under pressure.
Educational Background: A relevant educational background is essential for this position, typically including a degree in finance, accounting, or a related field. Professional certifications in finance or accounting would be advantageous and demonstrate a commitment to the field.
Experience: The ideal candidate should have at least 3 years of relevant experience in finance management, particularly in humanitarian or recovery settings. Experience working with local partners and managing financial compliance in volatile contexts is highly preferred. Familiarity with the financial regulations and requirements of various donors is also beneficial.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Additionally, fluency in Arabic is required, as it is essential for effective communication within the region and with local partners.
Additional Notes: This position is based in Amman, Jordan, with a duty station that may also include other MENA region countries such as Yemen, Syria, Iraq, Palestine, Lebanon, and Tunisia/Libya. The contract is for one year, renewable based on funding and performance. The role may require up to 5% travel to HMH operational areas. The salary is classified as Grade 9 on NRC’s national/international salary scales, with accompanying terms and conditions.
