Job Overview:
The Global Emergency Response Team Leader position is a dynamic and challenging role that requires a highly experienced humanitarian leader. The successful candidate will be responsible for leading the NRC Emergency Response Team (ERT) during field missions, which may involve deployment to various country offices where NRC operates. The role demands flexibility, diplomacy, and the ability to adapt to diverse contexts and situations. The ERT consists of three key roles: Team Leader, logistics-manager" style="border-bottom: 1px dotted #007bff !important;">Logistics Manager, and Programme Specialist, who typically deploy together as a team, although individual deployments may occur based on organizational needs. The Team Leader will oversee the management of two Global Emergency Response Team members and additional emergency staff as required, ensuring effective coordination and implementation of humanitarian assistance tailored to the specific needs of affected populations.

Duties and Responsibilities:
The duties and responsibilities of the Global Emergency Response Team Leader include:
  • Line management of two Global Emergency Response Team members and additional emergency staff as needed.
  • Conducting situation analysis to identify gaps and protection needs, and developing proposals and concept notes aligned with NRC’s core activities, including cash-based interventions and market-based programming.
  • Collaborating with other humanitarian stakeholders to ensure relevant assistance is provided in accordance with the humanitarian context.
  • Approaching in-country donors for emergency funding to support response efforts.
  • Identifying staffing needs for the implementation of activities and ensuring effective team management.
  • Contributing to information/media work and advocacy in coordination with NRC Head Office.
  • Ensuring information sharing and coordination through established humanitarian mechanisms and with external stakeholders.
  • Promoting the inclusion of cash-based interventions and market-based programs in country and area-based strategies.
  • Providing an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance and emergency cash responses. 1
  • Adapting to specific responsibilities outlined in a separate Terms of Reference (TOR) for each assignment, and being prepared for individual deployments to country programs as needed.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience working as a Senior Project Manager or in a similar role within a humanitarian or recovery context. Previous experience in complex and volatile environments is essential, along with demonstrated leadership and team management skills. Candidates should have experience in implementing and managing cash-based interventions and market-based programs, as well as strong networking and relationship-building abilities. The ideal candidate will be an active listener, open-minded, and possess excellent interpersonal skills, with a proven ability to analyze information and provide constructive feedback. A positive attitude towards people and a clear understanding of personal leadership skills and documented results related to the position’s responsibilities are also required.

Educational Background:
The position requires a relevant educational background, typically at the graduate level, in fields such as humanitarian studies, international relations, social sciences, or a related discipline. Candidates should have a strong understanding of humanitarian principles and practices, as well as the ability to apply this knowledge in real-world situations.

Experience:
The ideal candidate should have at least 5 years of relevant experience in a senior project management role within humanitarian or recovery contexts. Experience in leading and managing teams in challenging environments is crucial, as is familiarity with cash-based interventions and market-based programming. Candidates should also have a track record of working effectively in complex and volatile contexts, demonstrating the ability to adapt and respond to rapidly changing situations.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Proficiency in additional languages such as French and/or Spanish is considered an asset, enhancing the candidate's ability to communicate effectively in diverse contexts and with various stakeholders.

Additional Notes:
This position is classified as a Global Roving role, with the Global Emergency Response Team Leader undertaking short-term assignments of up to 6 months in different NRC country operations. The contract is fixed-term for 2 years, with travel requirements of up to 75%. The position holder will be deployed for approximately 75% of the year, with the remaining 25% allocated for annual leave and breaks between deployments. The salary and benefits are based on NRC’s grade 11 salary scale, and the organization is committed to providing comprehensive and competitive compensation packages.
