Job Overview: The Programme Manager (Migrant Protection, Return and Reintegration (MPRR)) will be responsible for managing, coordinating, and overseeing the activities of the MPRR Programme in the Senegal Country Office. This role involves ensuring the implementation of the MPRR Programme, contributing to its development, and overseeing the financial, administrative, and operational elements of the programme. The Programme Manager will provide operational management and technical supervision to both national and international staff, assisting in programmatic strategy and implementation. The position requires establishing and maintaining relationships with UN agencies, humanitarian organizations, government entities, and community stakeholders to ensure successful programme implementation. The Programme Manager will also coordinate the design and development of new projects, prepare and submit timely programme reports, monitor progress against strategic objectives, and contribute to the production of visibility materials. This role is crucial for identifying new project possibilities and representing IOM at relevant meetings and conferences.
Duties and Responsibilities:
Manage and ensure the implementation of the MPRR Programme in Senegal, contributing to its development and overseeing financial aspects.
Provide operational management and technical supervision to MPRR Programme staff, assisting with programmatic strategy and implementation.
Establish and strengthen relationships with UN agencies, humanitarian organizations, and government entities.
Coordinate the design and development of new projects based on emerging trends and donor interests.
Ensure key programmatic directions are shared with stakeholders to maximize impact and stimulate funds mobilization.
Prepare and submit quality programme reports in coordination with the Central Coordination Unit (CCU).
Monitor progress against strategic objectives and provide advice for improvements.
Ensure compliance with IOM’s organizational policies and donor requirements.
Contribute to the production of visibility materials in coordination with the Public Information Officer. 1
Mentor and support Programme staff, conducting relevant trainings. 1
Develop and update assessment and monitoring tools. 1
Undertake travel duties nationally or internationally as required. 1

Required Qualifications: The ideal candidate should possess a Master’s degree in International Relations, Political or Social Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the above fields with seven years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.
Educational Background: Candidates must have a Master’s degree in relevant fields such as International Relations, Political or Social Science, Humanitarian Affairs, Economic Development, Business or Public Administration, or International Studies. A University degree in these fields is also acceptable if accompanied by additional years of relevant experience. The educational background should be from accredited institutions recognized by the UNESCO World Higher Education Database.
Experience: Candidates should have experience in project management, particularly in managing Migrant Assistance and Return/Reintegration projects with governmental or UN agencies, or regional/international organizations. Experience in implementing similar projects in Sub-Saharan countries is valued. The candidate should also have experience in programme conceptualization, development, monitoring, reporting, and evaluation, as well as liaising with governmental and diplomatic authorities. Familiarity with financial and business administration is essential, along with a sound understanding of internal and international migration issues.
Languages: Fluency in English and French is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for one year with the possibility of extension. It is classified at the P-3 grade level. The role requires international mobility for recruited professional staff. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment for 24 months. Candidates must be medically fit for appointment and meet any residency or visa requirements.
