Job Overview: The National Programme Officer (Emergency Health and Recovery) will play a crucial role in supporting IOM's Emergency Health and Recovery operations in Ukraine. This position involves working under the supervision of the Chief of Mission and the Programme Manager, focusing on the implementation and monitoring of emergency health projects. The officer will be responsible for coordinating with national and local health authorities, identifying operational challenges, and contributing to the development of migration health projects. The role requires a proactive approach to ensure the effective delivery of health services through mobile clinics and primary health care facilities, adhering to national and WHO guidelines. The officer will also be involved in data collection, reporting, and facilitating training sessions for staff involved in emergency preparedness and response activities.
Duties and Responsibilities:
Support the implementation of emergency health and recovery programmes in Ukraine, ensuring coordination with national and local health authorities.
Identify operational challenges and propose solutions, remaining available for short-notice deployment to field locations.
Assist in the development, monitoring, reporting, and evaluation of migration health projects, including donor visibility materials.
Oversee the onboarding and capacity building of implementing partners to ensure quality health services.
Collaborate with the National Procurement Officer for medical stock prepositioning and distribution planning.
Support the identification and assessment of health facilities for repair and renovation.
Monitor recovery operations and healthcare worker capacity building in collaboration with relevant authorities and units.
Develop health data collection tools and monitor the timely collection and analysis of health data.
Prepare and submit regular internal and external reports related to IOM's health response in Ukraine. 1
Participate in rapid health and nutritional assessments to identify urgent needs. 1
Facilitate staff training sessions for emergency preparedness and response activities. 1
Implement contact tracing and community-based surveillance activities. 1
Attend coordination meetings and strengthen collaboration with local health authorities and partners. 1
Supervise health Programme Associates and guide project planning and implementation. 1
Provide regular reports on health activities and ensure proper documentation and filing. 1
Perform other duties as assigned.
Required Qualifications:
Master’s degree in nursing, medicine, community or public health, or a related field from an accredited institution; or a Bachelor’s degree in the above fields with two years of relevant professional experience.
At least two years of operational and field experience in implementing emergency health activities, including outbreak prevention and response for vulnerable groups.
Demonstrated experience in coordination with government authorities and knowledge of primary health care systems and health agencies.
Experience working in the region is an advantage.
Excellent communication, presentation, and writing skills, with strong computer literacy, especially in Microsoft Office.
Educational Background: Candidates must possess a Master’s degree in nursing, medicine, community or public health, or a related field from an accredited academic institution. Alternatively, a Bachelor’s degree in the aforementioned fields is acceptable if accompanied by two years of relevant professional experience. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage emergency health and recovery operations.
Experience: The position requires at least two years of operational and field experience in implementing emergency health activities. This includes experience in outbreak prevention, detection, and response, particularly for migrants, refugees, and displaced persons. Candidates should also have experience in early recovery or post-crisis emergency health programming. Demonstrated experience in coordination and liaison with government authorities is crucial, as is knowledge of the structures and functions of the primary health care system and familiarity with national, UN, and international health agencies and donors. Experience working in the region is considered an advantage.
Languages: Fluency in English and Ukrainian is required for this position, both oral and written. This language proficiency is essential for effective communication with local authorities, partners, and stakeholders involved in health response activities. Knowledge of additional languages may be considered an asset but is not mandatory.
Additional Notes: The selection process may be used to staff similar positions in various duty stations.
