Job Overview: The Humanitarian Coordination Officer will play a crucial role in facilitating and ensuring effective coordination, programmatic, and operational support for UNFPA's humanitarian programming and response in the Kharkiv region. This position requires close collaboration with the UNFPA Representative, Humanitarian and Recovery Coordinator, and other key stakeholders to ensure the timely provision of quality sexual and reproductive health (SRH) and gender-based violence (GBV) services. The officer will be responsible for supporting UNFPA's engagement as a key humanitarian actor, strengthening partnerships with local authorities and other partners, and ensuring that humanitarian interventions are effectively implemented. The role also involves monitoring ongoing interventions, identifying gaps, and supporting the planning and execution of activities to address the needs of vulnerable populations, particularly women and girls affected by the ongoing conflict.
Duties and Responsibilities:
Coordination and Representation: Support UNFPA's engagement as a key humanitarian actor and strengthen coordination with local authorities and partners in the Kharkiv region. Participate in coordination meetings and facilitate communication among humanitarian partners to identify opportunities for referrals, partnerships, and complementary interventions. Coordinate the UNFPA team to ensure successful delivery of humanitarian assistance and compliance with reporting requirements. Review and update emergency preparedness plans in collaboration with relevant working groups.
Programmatic and Operational Support: Conduct monitoring of UNFPA interventions, identify areas for improvement, and support the Ukraine Emergency Response team in adapting to changes due to the conflict. Collaborate with security" style="border-bottom: 1px dotted #007bff !important;">Security and Access Officers to ensure staff safety in the region.
Communication: Assist in preparing external communication materials, including reports and human interest stories. Document lessons learned and prepare handover notes for new staff.
Building and Sustaining Partnerships: Facilitate inter-agency GBV and SRH working groups, ensuring integration of GBV-related actions in sector plans. Work with the Prevention of Sexual Exploitation and Abuse (PSEA) In-country Network to ensure survivors have access to services.
Strategic Planning: Facilitate the implementation of Standard Operating Procedures (SOP) and advocate for addressing response gaps.
Any Other Duties: Contribute to progress reporting and documentation as needed.
Knowledge and Experience: A minimum of five years of relevant experience in humanitarian affairs, emergency relief management, and coordination, with at least four years at the international level. Proven management, coordination, and program development skills, along with a strong track record of building strategic alliances and partnerships. Familiarity with UN humanitarian relief operations and coordination structures is essential. Prior experience in the region and with UNFPA surge deployments is a distinct asset.

Educational Background: Candidates must possess an advanced degree in fields relevant to humanitarian assistance, public health, social sciences, or other related disciplines. This educational background is essential for understanding the complexities of humanitarian work and the specific needs of affected populations, particularly women and girls in crisis situations.
Experience: The position requires a minimum of five years of relevant experience in humanitarian affairs, emergency relief management, and coordination. At least four of these years should be at the international level, demonstrating the ability to operate effectively in diverse and challenging environments. Experience in program development, management, and coordination is crucial, along with a proven track record of building strategic partnerships and alliances.
Languages: Fluency in English is required for this position. Knowledge of Ukrainian, Russian, or Slovakian is considered an asset, as it will facilitate communication with local partners and stakeholders in the Kharkiv region.
