Job Overview: The Senior Human Resources Associate for Learning Initiatives will play a crucial role in the Staff Learning Unit (SLU) within the Integrated Talent Management Division (ITM) of IOM. This position involves assisting in the monitoring and coordination of global learning initiatives, focusing on areas such as digital upskilling, role-based learning paths, and leadership development programs. The associate will support the development and implementation of an organization-wide learning strategy, particularly emphasizing leadership development and the integration of data and AI skills into key areas of work. The role requires collaboration with various stakeholders, including service providers, communications teams, and departments across IOM to ensure effective learning solutions and programs are developed and delivered. The associate will also be responsible for evaluating learning events and contributing to the global learning calendar, ensuring that all learning events are accurately represented and promoted.
Duties and Responsibilities:
Coordinate the design, development, implementation, monitoring, and reporting of assigned global learning ecosystems/programmes, focusing on digital upskilling, role-based learning paths, and leadership development programmes.
Support the Head of the Centre in developing and implementing an organization-wide learning strategy for all staff and leaders, with a specific focus on leadership development and data and AI upskilling.
Draft proposals for new learning initiatives addressing identified learning gaps.
Ensure all learning events are featured in the global learning calendar and learning management system.
Collaborate with communications teams to design and implement a communications plan for global and targeted promotions.
Conduct evaluations of learning events using the Kirkpatrick model.
Work with the Supply Chain Division and ITM colleagues to identify and select service providers for learning programme development and delivery.
Collaborate with departments and regional offices to align staff needs with SLU services and offer personalized support for annual training plans.
Produce high-quality e-Learning content, including videos, animations, and multimedia assets. 1
Develop communication strategies and content for initiatives organized by SLU and ITM, disseminating information through various organizational communication platforms. 1

Required Qualifications: Candidates must possess a university degree in Business Administration or a related field from an accredited institution, along with four years of relevant experience. Alternatively, candidates with completed high school education and six years of relevant experience will also be considered. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should demonstrate experience in project management, particularly in leading Learning & Development projects for global audiences, managing organization-wide system rollouts, facilitating trainings, and organizing events. Experience in managing staff or consultants is an advantage, as is international experience.
Educational Background: A university degree in Business Administration or a related field from an accredited academic institution is required. Alternatively, candidates with completed high school/secondary school education and six years of relevant experience may apply. The educational institutions must be recognized by the UNESCO World Higher Education Database to be considered valid.
Experience: The position requires candidates to have experience in project management, particularly with medium to large-sized projects. Demonstrated experience in leading Learning & Development projects for global audiences is essential. Candidates should also have experience in managing organization-wide system rollouts, facilitating and conducting trainings (both virtual and face-to-face), and organizing events. Experience in project development, implementation, monitoring, and reporting is necessary, and international experience is considered an asset.
Languages: Fluency in English is required for this position, both oral and written. A working knowledge of French, Spanish, and/or another official UN language (Arabic, Chinese, or Russian) is advantageous. IOM's official languages are English, French, and Spanish, and all staff members are required to be fluent in one of these languages. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract type for this position is fixed-term for one year, with the possibility of extension. The recruitment type is General Service, and the position is classified at Grade G-
