In Tajikistan, IOM is actively involved in supporting the government and communities in addressing migration challenges, particularly in the context of the Comprehensive Action Plan for Afghanistan and Neighboring Countries (CAP) and the Regional Refugee Response Plan for Afghanistan (RRP).
Job Overview: The Community Mobilizer will play a crucial role in enhancing social cohesion and access to services for both Tajik and Afghan communities in Tajikistan. This position is part of a project aimed at improving migration governance and providing support to displaced Afghans. The mobilizer will work closely with Psychosocial Mobile Teams (PMTs) to understand the needs of the affected populations, facilitate community engagement, and promote peaceful coexistence. The role involves identifying local resources, addressing underlying tensions, and ensuring that marginalized groups are empowered and included in decision-making processes. The Community Mobilizer will also be responsible for developing community profiles, establishing communication systems, and supporting the overall execution of the program's activities, thereby contributing to the well-being and development of the communities served.
Duties and Responsibilities: The Community Mobilizer will be tasked with a variety of responsibilities, including:
Supporting Psychosocial Mobile Teams (PMTs) in understanding the affected population's backgrounds and identifying local resources.
Establishing effective communication and coordination systems between the MHPSS program and local stakeholders.
Promoting consultations and inclusion of vulnerable individuals in program activities.
Ensuring daily communication with affected populations and facilitating peer-to-peer activities.
Supporting PMTs in conducting needs assessments and monitoring exercises.
Maintaining comprehensive records of community interactions and providing regular reports to the project team.
Engaging with local stakeholders to foster collaboration and support for the MHPSS program.
Building the capacity of PMTs and community members through training and awareness-raising activities.
Required Qualifications: Candidates must possess strong interpersonal and communication skills, cultural sensitivity, and the ability to engage effectively with diverse community members. They should have skills in conflict resolution and mediation, as well as basic computer skills for documentation purposes. The role requires a commitment to humanitarian principles and the ability to empathize with individuals facing difficult circumstances. Flexibility and adaptability to work in diverse cultural settings are essential, along with the capacity to cope with stressful situations and maintain a positive attitude.
Educational Background: A Bachelor's degree in a relevant field such as social work, psychology, sociology, anthropology, international development, or a related discipline is preferred for this position. This educational background will provide the necessary theoretical knowledge and practical skills to effectively engage with communities and address their needs.
Experience: Candidates should have proven experience in community engagement and mobilization, particularly in humanitarian or development settings. Familiarity with MHPSS principles and practices is essential, as is experience in project management, including planning, implementation, monitoring, and reporting. The ability to conduct needs assessments and analyze findings is also required, along with experience advocating for the needs and rights of vulnerable populations.
Languages: Fluency in the local language(s) is essential for effective communication with community members. Proficiency in English and other relevant languages is advantageous, especially when working with an international organization. The selection process will specifically evaluate language proficiency through written and/or oral assessments.
