Job Overview: The Senior Programme Associate (IP Support – Localization and Capacity Strengthening) plays a crucial role in supporting capacity strengthening activities for non-government organizations (NGOs), community-based organizations (CBOs), and civil society organizations (CSOs). This position is integral to the implementation of capacity assessment methodologies, training curricula, and institutional development approaches, serving as the mission's technical resource for implementing the localization strategy. The role requires collaboration with the Capacity Strengthening team to ensure that all activities meet quality standards and align with the mission's objectives. The Senior Programme Associate will also assist in developing frameworks that clearly distinguish between different types of capacity needs, ensuring that interventions are well-coordinated and effective. This position is essential for maintaining a comprehensive capacity development tracker and supporting the management of the Capacity Development budget line, ensuring that resources are utilized effectively to meet localization objectives.
Duties and Responsibilities: The duties and responsibilities of the Senior Programme Associate include supporting the Capacity Strengthening team in implementing capacity assessment methodologies and training standards. The individual will monitor quality standards for all capacity strengthening activities and report any issues with interventions that do not meet established criteria. They will assist in developing clear sequencing frameworks for institutional capacity strengthening and programmatic needs, maintain a comprehensive capacity development tracker, and support the management of the Capacity Development budget line. Additionally, the Senior Programme Associate will liaise with programme managers to integrate capacity strengthening into project design, manage the localization marker, maintain a vetted pool of implementing partners, and support programmatic assessments of capacity and due diligence of implementing partners. The role also involves supporting quality control processes for training materials and accountability mechanisms for capacity strengthening activities, ensuring that cross-cutting issues are integrated into approaches.
Required Qualifications: Candidates must possess a High School Diploma with seven years of relevant work experience or a Bachelor’s degree in Political or Social Sciences, Business Administration, International Relations, Law, or a related field from an accredited academic institution with five years of relevant professional experience. The position requires in-depth knowledge of the IP/grant award cycle and IOM internal procedures and controls for implementing partners, as well as familiarity with major crisis response sectors and Information Management or Grant Management Systems.
Educational Background: The educational background required for this position includes a High School Diploma with extensive work experience or a Bachelor’s degree in a relevant field such as Political or Social Sciences, Business Administration, International Relations, or Law. This educational foundation is essential for understanding the complexities of capacity strengthening and localization initiatives.
Experience: The ideal candidate should have experience working with implementing partners, grantees, or third-party organizations to implement activities. They should also have experience in proposal design, budget creation, and project management, particularly in localization and capacity strengthening initiatives. A preference will be given to candidates with experience working within the humanitarian ecosystem and coordination fora related to emergency response activities.
Languages: Fluency in English and Ukrainian is required for this position, both oral and written. This language proficiency is essential for effective communication with partners and stakeholders involved in capacity strengthening activities.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Ukraine will be considered. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government.
