Job Overview:
The position of Technical Administrator in charge of Health Financing is crucial in supporting the Democratic Republic of the Congo (DRC) in achieving Universal Health Coverage (UHC). The consultant will work under the guidance of the Team Lead for Health Systems Strengthening at the WHO Country Office in DRC. The role involves providing technical assistance to the government in health financing reforms, which are essential for improving public financial management for health and enhancing the efficiency of existing resources. The consultant will also contribute to the development of a robust health financing system that supports the resilience of the health system and aligns with the national health development plan (PNDS-PS) for 2024-203
  • This position requires a deep understanding of health financing policies and the ability to produce evidence-based analyses to inform decision-making.

Duties and Responsibilities:
  • Produce evidence for a situational analysis of health financing in DRC, utilizing WHO's Health Financing Progress Matrix and other relevant tools.
  • Provide technical assistance to the government for health financing reforms, including improving public financial management for health and strengthening all functions of health financing: revenue collection, pooling of funds, service purchasing, and defining a benefits package.
  • Assist in initiatives aimed at strengthening the resilience of the health system in DRC.
  • Contribute to the functioning of governmental coordination bodies and coordination among technical and financial partners on health financing at both national and intermediate levels.
  • Enhance the capacity of national counterparts to improve knowledge in health financing and the application of health financing principles in the DRC context.
  • Execute any other tasks assigned by the Team Lead for Health Systems Strengthening.

Required Qualifications:
Essential qualifications include a university degree in health economics, health financing, or a related discipline. Desirable qualifications include a Master's degree in health economics, health financing, or a related field, along with specialized training in health economics or health financing in low-income country contexts. Candidates should possess strong analytical skills and a good command of qualitative and quantitative analysis tools in health financing.

Educational Background:
Candidates must hold a university degree in health economics, health financing, or a related discipline. A Master's degree in a relevant field is preferred, along with specialized training in health financing or economics, particularly in low-income countries.

Experience:
Candidates should have at least 5 years of relevant experience in health financing and providing technical assistance in health financing. Experience at the regional or international level in health financing policies is desirable. A strong understanding of qualitative and quantitative analysis tools in health financing is essential.

Languages:
Fluency in French is required, with practical knowledge of English being an asset. Candidates should be able to communicate effectively in both languages to engage with diverse stakeholders.

Additional Notes:
This position is a Special Service Agreement (SSA) for a duration of 6 months. The role is based in Kinshasa, DRC, and is subject to local recruitment.
