Job Overview:
The Youth Programme Assistant will play a crucial role in supporting the youth team at UNFPA Afghanistan, focusing on the integration of youth initiatives within both humanitarian and basic human needs programs. This position is designed for individuals who are passionate about youth engagement and mobilization, and who can contribute to the effective implementation of youth programs. The assistant will work under the direct supervision of the UNFPA Afghanistan Programme Coordinator, ensuring that youth program activities are executed efficiently and that services are delivered in a timely manner. The role involves not only logistical and administrative support but also active participation in monitoring and evaluation efforts to assess program impact and effectiveness. The Youth Programme Assistant will be expected to engage with various stakeholders, including youth implementing partners and community organizations, to advocate for the needs of young people and to promote the development of appropriate services.

Duties and Responsibilities:
The Youth Programme Assistant will be responsible for a variety of tasks, including: supporting the implementation of youth program activities, ensuring timely service delivery, documenting meetings and maintaining comprehensive records for youth programs, reviewing partners' concept notes and work plans, and ensuring that youth program partners understand reporting requirements. The assistant will also support UNFPA-led assessments and activities related to the Accountability of Affected Population (AAP), liaising with adolescents and relevant organizations to identify service gaps. Additionally, the role includes supporting the communication team in creating content that highlights youth programs, managing logistical arrangements for meetings and events, and assisting with procurement and recruitment processes. The assistant will work closely with the monitoring and evaluation team to track program progress, ensure accurate data collection, and provide training for partners on reporting and data requirements. Furthermore, the assistant will engage in technical discussions related to adolescent and youth programming, contribute to capacity-building efforts, and support the development of knowledge products.

Required Qualifications:
Candidates must possess a Bachelor’s degree or equivalent in social science, public administration, management, or related fields. A minimum of three years of experience working on adolescent and youth programming is required, along with at least two years of relevant professional experience in project design, implementation, monitoring, and evaluation in areas related to youth work, community mobilization, and reproductive health. Proficiency in computer skills, including Microsoft Office and social media platforms, is essential. Candidates should have a good understanding of information management, data collection methods, and experience working with conflict-affected communities. Excellent interpersonal, communication, and presentation skills are necessary, and previous experience with UN agencies or international NGOs is an asset.

Educational Background:
The educational requirement for this position is a Bachelor’s degree or equivalent in social science, public administration, management, or other related fields. This educational background is essential for understanding the complexities of youth programming and the socio-political context in which UNFPA operates.

Experience:
The position requires a minimum of three years of experience specifically focused on adolescent and youth programming. Candidates should have at least two years of demonstrated professional experience in relevant fields such as social work, youth development, community mobilization, or project evaluation. Experience at both national and grassroots levels is preferred, as is familiarity with working in conflict-affected areas.

Languages:
Fluency in English is mandatory for this position. Knowledge of Dari or Pashto is considered an advantage, as it will facilitate communication with local communities and stakeholders.

Additional Notes:
The consultant will be based in Kabul and may be required to travel outside of Kabul as directed by the office. It is important for the consultant to arrange their own laptop and other necessary working equipment, although office space will be provided.
