Job Overview: The consultant will conduct a comprehensive gender-sensitive baseline assessment on human trafficking in sports in Ghana. This role is crucial in understanding the dynamics of trafficking in sports, particularly among youth, and aims to map out regular pathways for sports migration. The consultant will engage with various stakeholders, including government representatives, youth groups, and survivors of human trafficking, to gather insights and data that will inform policy and intervention strategies. The assessment will also focus on identifying vulnerabilities that may lead to trafficking risks and will provide a data-driven approach to enhance protection for young athletes. The consultant is expected to develop a detailed research methodology, conduct qualitative and quantitative research, and produce a final report that highlights key findings and recommendations for stakeholders.
Duties and Responsibilities: The consultant will be responsible for several key tasks:
Stakeholder Engagement: Leverage the sub-thematic group for Protection and Human Rights under the National Coordination Mechanism and the project technical committee for support. Conduct consultations with relevant stakeholders, including private sector representatives, youth groups, academia, civil society, sports clubs, and survivors of human trafficking in sports.
Research and Analysis: Develop an inception report outlining the research methodology and data collection requirements. Conduct a desk review of existing literature on recruitment processes for sports clubs and available pathways for sports migration. Perform gendered, disaggregated qualitative and quantitative research to gather data on trafficking dynamics in sports, key risk areas, and potential policy interventions.
Fieldwork and Data Collection: Engage stakeholders across three selected regions in Ghana (Northern, Southern, and Middle Belt) to ensure comprehensive data collection. Conduct interviews with survivors to document experiences and understand the interplay between informal networks and regular pathways. Map out key stakeholders involved in sports migration, including clubs, regions, agents, and regulatory bodies.
Report Development and Validation: Develop a draft baseline research report highlighting key findings, gender and youth impacts, and recommendations. Hold a validation meeting with the Technical Working Group (TWG) to review findings and collect feedback. Finalize and submit the baseline report, incorporating feedback from stakeholders.
Required Qualifications: The consultant must possess proven experience in conducting baseline assessments, particularly on human trafficking, migration, or sports-related topics. Strong research, analytical, and report-writing skills are essential. Experience working with government institutions, civil society organizations, and international agencies is required. Familiarity with Ghana’s sports and trafficking landscape is considered an asset. The consultant should also demonstrate the ability to facilitate stakeholder consultations and validation meetings effectively.
Educational Background: An advanced degree in social sciences, human rights, sports management, or related fields is required for this consultancy position. This educational background will provide the necessary theoretical framework and understanding of the complexities surrounding human trafficking and sports management.
Experience: The consultant should have a significant level of experience, specifically in conducting baseline assessments related to human trafficking and migration. Experience in sports-related topics is highly desirable, as is a proven track record of working with various stakeholders, including government bodies and civil society organizations. The ability to analyze complex data and produce comprehensive reports is crucial for this role.
Languages: Proficiency in English is required for this consultancy, as it is one of IOM’s official languages. Knowledge of additional languages such as French or Spanish would be considered an asset but is not mandatory for this position.
Additional Notes: The consultancy may require travel within Ghana to engage with stakeholders across different regions. The submission for the consultancy should include a motivation letter, CV, financial proposal outlining the consultancy fee, a proposal detailing methods and stakeholders to be interviewed, a draft work plan, and references of similar work done in the past. The appointment will be subject to funding confirmation and certification of medical fitness. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
