Job Posting Organization:
The Partnership for Action on Green Economy (PAGE) is an interagency initiative that includes organizations such as the International Labour Organization (ILO), United Nations Industrial Development Organization (UNIDO), United Nations Institute for Training and Research (UNITAR), and United Nations Development Programme (UNDP). PAGE aims to support nations and regions in reshaping their economic policies and practices to promote sustainability, economic growth, job creation, poverty reduction, and ecological integrity. The initiative focuses on integrating sustainable practices into economic frameworks to foster inclusive green economies. The Economic and Trade Policy Unit executes PAGE's country delivery activities on behalf of the United Nations Environment Programme (UNEP).

Job Overview:
The primary objective of this consultancy is to successfully integrate the Sustainable Budgeting Approach (SBA) into Guatemala's national budget planning and formulation processes. This role involves enhancing the technical capacities of key institutions through targeted training, coordination of data collection and analysis, and providing tailored methodological support. The consultant will ensure that the SBA is effectively applied and adapted to the national context, with a focus on long-term institutionalization. The expert's guidance will empower national stakeholders to evaluate fiscal policy impacts through a sustainability lens, enabling them to make informed, evidence-based decisions that align with inclusive green economy objectives. The consultancy is expected to last for 12 months and will be conducted remotely.

Duties and Responsibilities:
The consultant will be responsible for several key tasks and deliverables throughout the consultancy period. These include:
  • Product 1: Initial Report and 1st Training - Develop a work plan for SBA implementation, deliver the first training session, and establish coordination with local experts and ministries.
  • Product 2: Intermediate Report and 2nd Training - Provide a summary of progress in data processing and coordination, deliver the second training, and identify implementation challenges along with preliminary adjustments.
  • Product 3: 3rd Training and Technical Summary Note - Conduct the third training, prepare a short technical note, and gather inputs for the final evaluation.
  • Product 4: Final Report - Conduct a comprehensive evaluation of the SBA implementation, document lessons learned, and provide final recommendations for sustainability and institutionalization.

Required Qualifications:
Candidates must possess an advanced university degree (Master's level or above) in Economics, Public Policy, or a related field. Additionally, courses or certifications related to inclusive green economy policy, sustainable finance, and fiscal policy are desirable. A minimum of 5 years of proven experience in environmental economics, sustainable finance, and fiscal policy is required. Candidates should also have prior experience in research, fiscal policy, and budget analysis, as well as experience in drafting policy documents and leading presentations for high-level audiences. Experience in the field of Green Economy, Fiscal Policy, and Finance is essential. Strong quantitative and qualitative skills, along with familiarity with Guatemala's economic landscape and public finance policies, are desirable.

Educational Background:
The position requires an advanced university degree (Master's level or above) in Economics, Public Policy, or a related field. Additional courses or certifications in inclusive green economy policy, sustainable finance, and fiscal policy are considered advantageous.

Experience:
Candidates should have at least 5 years of relevant experience in fields related to environmental economics, sustainable finance, and fiscal policy. This experience should include research, fiscal policy, and budget analysis, as well as drafting policy documents and presenting to high-level audiences. Experience specifically in the Green Economy and Fiscal Policy is required.

Languages:
Fluent Spanish is mandatory for this position, while an advanced level of English is desirable. Proficiency in both languages will facilitate effective communication and collaboration with stakeholders.
