Job Overview:
The Communications and Partnerships Development Specialist plays a crucial role in the UNFPA Mozambique Country Office, located in Maputo. Reporting directly to the UNFPA Representative, the Specialist is tasked with developing, implementing, and monitoring effective communication, partnership, and resource mobilization strategies. This position aims to raise visibility and awareness of UNFPA's transformative agenda goals and work in Mozambique. The Specialist will lead the implementation of communication tools and advocacy campaigns related to priority thematic areas, while also establishing and managing a network of internal and external partners to support the UNFPA country programme. The role involves facilitating knowledge transfer, capacity development, and resource mobilization practices to enhance fundraising efforts for the Country Office. The Specialist will also participate in UN communications working groups and collaborate with various stakeholders to enhance coordination mechanisms in advocating for UNFPA's mandate.

Duties and Responsibilities:
The Communications and Partnerships Development Specialist is responsible for a wide range of duties, including:
  • Developing and implementing the Country Office communication strategy, ensuring it reflects the programming exigencies of a diverse and complex environment.
  • Providing guidance and support to Senior Management in planning and executing advocacy and communication activities that accurately project UNFPA's branding and image.
  • Supervising the implementation of the communications strategy, preparing annual work plans, and monitoring progress.
  • Coordinating and managing all publication activities, including content management and liaising with printers and suppliers.
  • Developing communication materials such as documents, presentations, human interest stories, and speeches.
  • Maintaining a continuous flow of information with government and external partners, enhancing media contacts and networks.
  • Supporting evidence-based advocacy efforts for the ICPD agenda and organizing training sessions to improve media/communication skills.
  • Overseeing the design and maintenance of the UNFPA Mozambique website and social media platforms.
  • Participating in the development of the new Country Programme and providing strategic advocacy and communications advice to Senior Management. 1
  • Enhancing the capacity of the Country Office to build sustainable partnerships and advocate effectively, including developing a new Country Programme Partnerships Development Strategy.

Required Qualifications:
Candidates must possess an advanced degree in Communications, Journalism, Public Relations, Political Sciences, Social Sciences, or a related field. Additionally, a minimum of 5 years of professional experience in communication, media relations, or public relations is required. This includes experience in building relationships with journalists, organizing press conferences, and managing public events. Familiarity with UNFPA programmes and policies is considered an asset. Candidates should demonstrate strong conceptual and analytical abilities, sound judgment, and excellent organizational skills. Proficiency in using office software packages and web-based management systems is also necessary.

Educational Background:
The position requires an advanced degree in one or more of the following disciplines: Communications, Journalism, Public Relations, Political Sciences, Social Sciences, or a related field. This educational background is essential for understanding the complexities of communication strategies and advocacy efforts within the context of UNFPA's mission and goals.

Experience:
Candidates should have a minimum of 5 years of professional experience in communication, media, or public relations. This experience should include building and maintaining relationships with journalists, organizing press conferences, and managing public events. Experience in internal communications and familiarity with UNFPA programmes and policies will be advantageous. The role requires strong initiative, conceptual and analytical abilities, and effective management and organizational skills.

Languages:
Excellent oral and written communication skills in both Portuguese and English are required for this position. Knowledge of additional Romance languages such as Spanish, Italian, or French is desirable, as it can enhance communication with diverse stakeholders and partners.
