Job Overview: The purpose of this consultancy is to develop training materials for an in-service training course focused on the investigation of criminal cases concerning technology-facilitated violence against children. The consultant will also conduct a Training of Trainers for teaching staff at the Law Enforcement Academy to equip them to deliver this training course effectively. The role requires a comprehensive understanding of the training needs of investigators and the ability to create relevant educational content that addresses these needs. The consultant will be responsible for designing training modules, conducting assessments, and delivering presentations at international conferences, ensuring that the training aligns with international standards concerning child rights and protection.
Duties and Responsibilities:
Design a training needs assessment for the Law Enforcement Academy, including a desk review and focus group discussions (FGD). Develop FGD questionnaires for both teaching staff and investigators.
Conduct the training needs assessment and prepare a report detailing findings and recommendations based on the desk review and FGDs.
Design training materials for an in-service training course, including 15 lectures and 15 practical workshops on various topics related to technology-facilitated violence against children.
Conduct the Training of Trainers for the teaching staff of the Law Enforcement Academy, utilizing the developed training materials.
Deliver a presentation on investigation topics during an International Conference organized by the Law Enforcement Academy.
Prepare a final consultancy report summarizing the work completed and outcomes achieved.
Required Qualifications: An advanced university degree in Law or Social Sciences is required. Candidates must have at least 10 years of practical experience in criminology, child protection, child justice, and the investigation of criminal cases related to technology-facilitated violence against children. Knowledge of international standards concerning child rights and child protection is essential. Experience in developing training programs for justice professionals and conducting training sessions is also required. Excellent communication skills in English are mandatory, and previous work experience with UNICEF is highly desirable. Knowledge of Russian is considered an asset.
Educational Background: Candidates must possess an advanced university degree in Law or other relevant Social Sciences. This educational background is crucial for understanding the legal frameworks and social issues surrounding child protection and justice.

Additional Notes: The consultancy is expected to be home-based with specific in-country training sessions. The contract duration is until July 2025, with various deliverables due at different times. The consultant will be required to submit a professional fee in USD, excluding travel fees, which will be reimbursed as incurred. International travel is necessary for the in-country training sessions.
