Job Overview:
The consultant position is part of a project titled 'International Migration in Africa: Shaping a Positive Narrative and Removing Barriers to Mobility,' which aims to address migration-related challenges across Africa, particularly focusing on the economic empowerment of migrant women. The consultant will be responsible for developing tailored training modules that respond to the specific needs of return migrant women domestic workers from the Gulf Cooperation Countries (GCC). This role involves creating a comprehensive training program that enhances the livelihoods of these women, facilitates their economic reintegration, and promotes a positive narrative around migration in Africa. The consultant will work closely with various stakeholders to ensure that the training modules are effective and relevant to the target population.

Duties and Responsibilities:
The consultant will be expected to produce several key outputs, including the development of training modules for entrepreneurship and enterprise creation specifically designed for returned domestic workers. Responsibilities include identifying and coordinating with return migrant domestic workers to ensure they benefit from capacity building, documenting selection criteria for target beneficiaries, and collaborating with relevant partners to deliver training programs. The consultant will also engage with government officials to integrate the needs of women return migrants into national policies. Additionally, the consultant will be responsible for ensuring that the training modules are sensitive to the unique challenges faced by return women migrants and that they align with local labor market conditions.

Required Qualifications:
An advanced university degree (Master's degree or equivalent) in social sciences, population dynamics/migration, international development, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Relevant experience in business development support, development finance, and return reintegration is preferred, particularly within the African context. The consultant should possess strong drafting and communication skills, both orally and in writing, and demonstrate the ability to work effectively with diverse cultural backgrounds and nationalities. Proficiency in computer applications and organizational skills are also essential.

Educational Background:
Candidates must hold an advanced university degree (Master's degree or equivalent) in relevant fields such as social sciences, population dynamics/migration, or international development. A first-level university degree may be accepted if accompanied by significant relevant experience. This educational background is crucial for understanding the complexities of migration and economic empowerment in the context of return migrant women.

Experience:
The position requires relevant experience in business development support, development finance, and return reintegration, particularly in the African context. Experience working with local and international organizations, government departments, and humanitarian/development actors is highly desirable. The consultant should have a proven track record of engaging with stakeholders and facilitating training programs, as well as the ability to navigate complex processes and achieve results in a timely manner.

Languages:
Fluency in oral and written English is required, as it is one of the working languages of the United Nations. Knowledge of French is also beneficial, as it is another working language of the UN. Additionally, familiarity with local languages spoken in Ethiopia, Kenya, and Uganda is an advantage, as it can enhance communication with the target population and stakeholders.
