Job Overview: The Quality Engineer will play a crucial role in a large-scale procurement project aimed at enhancing health, education, tourism, and public finance sectors in Jordan. This 5-year project is designed to improve health outcomes for families, enhance educational results for school-aged children, and protect primary heritage sites. The Quality Engineer will work under the guidance of the Senior Project Manager, collaborating with a technical and project support team to ensure compliance with quality control plans and specifications. The role requires a strong focus on quality assurance and control, supplier management, and documentation, ensuring that all project components meet international standards and UNOPS regulations.
Duties and Responsibilities:
Specification and Quality Oversight: Collaborate with stakeholders to draft specifications for medical equipment, furniture, vehicles, and IT systems, ensuring alignment with international standards and project requirements. Support the PM in developing a quality management plan and oversee QA/QC protocols.
Quality Assurance/Quality Control: Develop and implement a QA/QC plan for procurement activities, conduct supplier reviews, and ensure compliance with specifications throughout the project lifecycle.
Supplier Management: Assess and qualify suppliers, monitor performance, and manage relationships to ensure compliance with contractual obligations.
Installation and Commissioning Oversight: Oversee installation processes and coordinate commissioning activities to ensure operational effectiveness.
Documentation and Reporting: Maintain accurate records of specifications and inspections, preparing reports on quality performance.
Training and Capacity Building: Support training sessions for project staff on quality assurance principles and practices.
Required Qualifications: Candidates must possess a strong understanding of procurement activities, particularly in the health and education sectors. Proven capacity to interact with various stakeholders, including governmental and non-governmental partners, is essential. Familiarity with Google Suite and MS Office applications is required, along with previous experience in UN or international organization procurement projects. Mentoring and training experience is also desired.
Educational Background: An advanced university degree (Master's degree or equivalent) in Civil Engineering or a relevant field is preferred. A Bachelor's degree in Civil Engineering or a related field, combined with two additional years of relevant experience, will be accepted in lieu of a Master's degree.
Experience: A minimum of 2 years of progressively responsible experience in procurement activities, particularly in the health sector and education sector, is required. Candidates should have a firm understanding of the requirements for delivering medical equipment, furniture, and vehicles. Previous experience in mentoring and training counterparts is also desired.
Languages: Fluency in English and Arabic is mandatory, with excellent presentation, report writing, and communication skills required. Additional language skills may be beneficial but are not specified as mandatory.
Additional Notes: This position is a Local Individual Contractual Agreement at the Local Specialist - LICA9 level, with an open-ended duration subject to organizational requirements and satisfactory performance.
