Job Overview: The primary objective of this consultancy is to develop a Country Gender Equality Profile (CGEP) that will conduct a rigorous intersectional gender, power, and conflict analysis. This analysis is essential for informing gender equality results in UN Cooperation Frameworks. The CGEP will serve as a standardized UN system product, compiling findings from interviews, consultations, and secondary data regarding the gender equality context in Bangladesh. It will provide insights into the progress made towards international, regional, and national commitments to gender equality, targeting stakeholders such as government entities, UN agencies, civil society, and the private sector. The CGEP will also include recommendations for legal reform and policy change, guided by various international frameworks and observations.
Duties and Responsibilities: The consultant will be responsible for developing an inception report that outlines the methodology for the CGEP, reviewing existing quantitative and qualitative data related to gender issues, and conducting key informant interviews. They will organize national multistakeholder consultations and focus group discussions to gather insights on key thematic areas. The consultant will draft the CGEP, ensuring it includes a statistical annex with recommendations targeting national policy reforms. They will validate findings with local organizations and government representatives, incorporating feedback into the final CGEP. The consultant will also prepare a PowerPoint presentation summarizing key findings and recommendations.
Required Qualifications: Candidates must possess a Master’s degree (or equivalent) in Statistics, Gender Studies, Development Studies, or a related field. They should have at least 10 years of work experience in gender statistics and/or gender equality issues, with demonstrated experience in developing quantitative and qualitative analyses, high-quality reports, and policy briefs. Familiarity with UN gender tools and mechanisms, as well as experience in data analysis using software such as SPSS, STATA, or R, is essential. Knowledge of international gender equality frameworks, particularly CEDAW and the Beijing Declaration, is strongly desirable. Candidates should also have experience in compiling academic papers and situation analyses related to gender equality issues.
Educational Background: A Master’s degree or equivalent in a relevant field such as Statistics, Gender Studies, or Development Studies is required for this position. This educational background is crucial for understanding the complexities of gender statistics and the frameworks that govern gender equality.
Experience: The position requires a minimum of 10 years of relevant work experience in gender statistics and gender equality issues. Candidates should have a proven track record in developing both quantitative and qualitative analyses, as well as producing high-quality reports and policy briefs. Experience with UN gender tools and mechanisms is also necessary, along with a strong understanding of the gender equality landscape in Bangladesh.
Languages: Fluency in English is mandatory for this position, as excellent communication skills are required for report writing and stakeholder engagement. Knowledge of Bengali or other local languages would be advantageous but is not mandatory.

No daily subsistence allowance (DSA) will be paid, but if unforeseen travel is required, expenses will be covered by UN Women. Payments will be made based on deliverables, with specific milestones outlined for each deliverable. The consultant will work closely with UN Women and the Gender Equality Theme Group, under the supervision of the UN Women Representative.
