Job Overview: The Administrative and Finance Associate will play a crucial role in supporting the ABADEI (Area-Based Approach to Development Emergency Initiatives) Project, which aims to address the ongoing crisis in Afghanistan by providing integrated programming that meets basic human needs while fostering community resilience and social cohesion. The position involves ensuring effective financial management and oversight, compliance with UNDP regulations, and the provision of administrative support for the smooth implementation of the project. The Associate will work closely with the ABADEI Project Manager and Finance Specialist to manage financial resources, maintain accurate financial records, and support the preparation of budgets and financial reports. This role is essential for ensuring that the project achieves its objectives in a challenging environment, where the need for effective financial oversight and administrative support is critical.
Duties and Responsibilities: The Administrative and Finance Associate will be responsible for a variety of duties including:
Ensuring effective financial resources management by supporting the ABADEI PMU in planning and adhering to internal control systems.
Maintaining robust internal financial management controls and ensuring compliance with UN/UNDP rules and regulations.
Conducting periodic reviews of financial entries and supporting necessary corrections.
Supporting the preparation of budgets, financial reports, and donor reporting.
Maintaining complete sets of financial records and ensuring timely payment to vendors.
Providing administrative support for project implementation, including preparing work plans and coordinating travel for personnel.
Facilitating knowledge sharing and training on financial management and administrative procedures.
Documenting lessons learned and best practices in finance and administration.
Required Qualifications: Candidates must possess a secondary education with specialized certification in accounting and/or finance. A university degree in finance or accounting is desirable, and part-qualified accountants from an internationally accredited institute will have a distinct advantage. Fully qualified accountants or those who have completed the UNDP Finance Training and Certification Programme (FTCP) are preferred. Candidates without professional accountancy qualifications but with relevant experience must complete the FTCP if recruited. No UNDP Accountancy and Finance Test (AFT) is required for those with the appropriate qualifications.
Educational Background: The educational background required for this position includes a secondary education with specialized certification in accounting and/or finance. A university degree in finance or accounting is highly desirable, and candidates with degrees that major in accounting or finance will be given preference. Degrees in Business Administration or Public Administration are not considered equivalent. Candidates must also be fully qualified accountants from an internationally accredited institute or have completed the UNDP Finance Training and Certification Programme (FTCP).
Experience: Candidates should have a minimum of six years of relevant experience in financial transactions processing and monitoring financial management, or three years with a bachelor's degree. Experience in various aspects of administration, including general administration and procurement, is also required. Demonstrable experience in financial management, project administration, and the use of office software packages (MS Word, Excel, PowerPoint) is essential. Prior experience with UN/UNDP policies and procedures is desirable.
Languages: Fluency in English and Dari and/or Pashto is required for this position. Proficiency in these languages is essential for effective communication and collaboration within the project and with local stakeholders.
