Job Overview: The position of Individual Consultant for Data Protection and Privacy in Public Administration is designed to enhance the capacity of the Instituto de Tecnologia da Modernização Administrativa (ITMA) in Guinea-Bissau. The consultant will be responsible for delivering a 'training of trainers' program aimed at equipping ITMA to lead and sustain data protection and privacy training across public administration services. This role is crucial for ensuring that public institutions can securely handle personal data, particularly that which pertains to vulnerable groups such as women and children. The consultant will assess current practices within public institutions, identify gaps in data protection measures, and develop practical tools and recommendations to improve data handling processes. The assignment is expected to last for six months, totaling 105 days of work, and will require the consultant to engage closely with ITMA and other stakeholders in the public administration sector.
Duties and Responsibilities: The duties and responsibilities of the Individual Consultant include:
Designing and implementing a comprehensive 'training of trainers' program for ITMA staff.
Conducting assessments of current data protection practices within public institutions in Guinea-Bissau.
Identifying gaps in existing data protection measures and developing strategies to address these gaps.
Creating practical tools and guidelines for public institutions to enhance their data handling practices.
Collaborating with ITMA and other stakeholders to ensure the sustainability of the training program.
Providing ongoing support and guidance to ITMA in the implementation of data protection and privacy initiatives.
Preparing reports and documentation on the progress and outcomes of the consultancy.
Required Qualifications: The required qualifications for this position include:
Proven expertise in data protection and privacy laws, particularly in the context of public administration.
Experience in designing and delivering training programs, especially in a governmental or public sector context.
Strong understanding of the challenges and best practices related to data handling and privacy in public institutions.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Familiarity with the specific context of Guinea-Bissau and its public administration system is an advantage.
Educational Background: Candidates should possess a minimum of a Master's degree in law, public administration, information technology, or a related field. Experience: The position requires a minimum of 5 years of professional experience in data protection, privacy law, or related fields. Languages: Fluency in Portuguese is mandatory, as it is the official language of Guinea-Bissau. Additional Notes: The consultancy is expected to last for a period of 6 months, with a total of 105 days of work.
