The Regional Director’s Office provides strategic guidance and direction for regional activities, fostering relationships with Member States, UN organizations, intergovernmental bodies, and donors.

Job Overview:
The Resource Mobilization Director will play a crucial role in setting and leading the resource mobilization strategy for WHO in the Western Pacific Region. This position involves strengthening partnerships with public and private sector donors, development partners, and multilateral agencies. The incumbent will ensure effective communication across multiple channels and coordinate activities with senior officials, donors, and policy staff in partner agencies. The role requires a strategic approach to attract funding from various sources, including governments and foundations, while managing data intelligence and providing advice on financial support policies. The Director will lead research on potential partners, develop proposals for collaboration, and guide negotiations for partnership agreements. The position also entails overseeing the implementation of the fundraising strategy, ensuring compliance with legal agreements, and maintaining relationships with donors to meet their needs and interests.

Duties and Responsibilities:
Under the supervision of the Regional Director, the Resource Mobilization Director will undertake a variety of duties, including:
  • Developing strategies for donors based on WHO's resource mobilization framework and country-specific trends.
  • Leading the implementation of the WPRO resource mobilization strategy and creating plans to attract funding from diverse sources.
  • Compiling and analyzing data on donor policies and providing advice to organizational leadership.
  • Conducting research on existing and potential partners, identifying opportunities for cooperation and resource mobilization.
  • Guiding negotiations and implementing partnership agreements for regional programs.
  • Managing the development of grant proposals and monitoring donor contributions.
  • Ensuring compliance with legal agreements and coordinating program staff on compliance matters.
  • Developing policy statements and conducting briefings on resource mobilization activities.
  • Maintaining relationships with private and public sectors and exploring innovative financing mechanisms. 1
  • Acting as the point of contact for donor missions and representing WHO in intergovernmental forums on funding issues. 1
  • Overseeing the resource mobilization team and ensuring effective management and coordination of activities. 1
  • Maintaining a database on donor and partner contacts and resource mobilization efforts.

Required Qualifications:
Candidates must possess an advanced university degree in health science, public health, public affairs, or a related field. Training in international relations, environmental health, or similar areas is desirable. WHO only considers higher educational qualifications from accredited institutions recognized in the World Higher Education Database (WHED).

Educational Background:
The essential educational requirement for this position is an advanced university degree in a relevant field such as health science, public health, or public affairs. Desirable qualifications include training in international relations or environmental health. WHO emphasizes the importance of accredited educational backgrounds, and candidates must provide proof of their qualifications from recognized institutions.

Experience:
Candidates should have a minimum of 15 years of relevant experience working with bilateral and multilateral development organizations or within the government health sector. This experience must include donor relations, partnership development, and a strong background in political advocacy and leadership in support of health programs. Substantive experience in external affairs coordination, negotiation of treaties, and resource mobilization is essential. Experience in senior positions within government, WHO, or UN organizations is highly valued.

Languages:
Excellent knowledge of English is essential for this position. A working knowledge of Chinese is desirable, as it may enhance communication with certain stakeholders and partners.

Additional Notes:
This position is subject to WHO's Staff Regulations and Rules. The remuneration for the position starts at an annual base salary of USD 116,095, with additional benefits including 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
