Job Overview: The WASH Field Based Individual Consultant will provide essential coordination and liaison support at the field implementation level for various service providers contracted by UNICEF and the UNOPS/NCRP team. This role involves monitoring WASH construction works in several districts of Cabo Delgado Province, including Metuge, Chiure, Ancuabe, Montepuez, Namuno, Balama, Muidumbe, Mocimboa da Praia, and Palma. The consultant will be responsible for ensuring that construction and rehabilitation works meet the required standards and specifications, including the installation of solar-powered water supply systems. The consultant will also engage with local communities to ensure proper maintenance of the systems and adherence to environmental and safety protocols during construction.
Duties and Responsibilities: The consultant's duties include:
Participating in inspections of contractor workshops to verify equipment allocation.
Monitoring contractor mobilization and ensuring that equipment and materials match those inspected.
Overseeing ongoing construction and rehabilitation of solar piped water supply systems, including borehole cleaning and development.
Reviewing project designs and ensuring compliance with specifications.
Confirming delivery of maintenance manuals for solar systems.
Monitoring drilling and construction work, including borehole casing and installation of hand pumps.
Training maintenance groups and confirming delivery of maintenance keys.
Notifying UNICEF of any deviations from standards.
Monitoring contractor performance on environmental and social safeguards. 1
Collaborating with site engineers and contributing to monthly and final construction reports.
Required Qualifications: Candidates must possess a Bachelor's degree in Civil, Hydraulic, Rural Engineering, or Geology. They should have at least 3 years of experience in construction or supervision of water supply projects, with solid knowledge of solar water supply systems. Familiarity with environmental management practices is advantageous. Knowledge of the local language in the project area is beneficial, and fluency in Portuguese (both spoken and written) is required.
Educational Background: A Bachelor's degree in a relevant field such as Civil Engineering, Hydraulic Engineering, Rural Engineering, or Geology is mandatory for this position. This educational background is essential to ensure that the consultant has the technical knowledge required to oversee and manage water supply construction projects effectively.
Experience: The position requires a minimum of 3 years of relevant experience in the construction or supervision of water supply systems. This experience should include hands-on involvement in projects that focus on solar-powered water supply systems, as well as familiarity with environmental management practices. The consultant should have a proven track record of working in similar roles, demonstrating the ability to manage multiple stakeholders and ensure compliance with project specifications.
Languages: Fluency in Portuguese, both spoken and written, is mandatory for this position. Knowledge of the local language in the project area is considered an advantage, as it will facilitate communication with local communities and stakeholders involved in the projects.
Additional Notes: The consultant will be required to include all travel costs in their proposal, as approximately 75% of the estimated working days will be spent on field missions to various districts. The role is expected to be a consultancy position, and individuals engaged under this contract will not be considered staff members of UNICEF. They will not be entitled to benefits such as leave entitlements or medical insurance coverage. The selected candidate must ensure that their visa and health insurance are valid for the entire contract period and must confirm their fully vaccinated status against COVID-19 prior to starting the assignment.
