Job Overview:
The consultancy aims to systematize the role of health promoters within the Family and Community Health Strategy (ESFAM) in Honduras. This involves developing a national digital mapping of health promoters as part of the family and community health teams. The consultant will work under the National Health Refoundation Plan 2024-2030, addressing the challenges faced by the Honduran health system, including low health service coverage, high out-of-pocket expenses, and significant barriers to access for vulnerable populations. The consultant will be responsible for documenting lessons learned, proposing recommendations for improving the effectiveness of health promoters, and ensuring that the health services are equitable and accessible. The consultancy will last a maximum of three months, with the consultant required to travel to various regions to collect data and engage with local health teams.

Duties and Responsibilities:
  • Review relevant legal, policy, and technical documentation related to the consultancy.
  • Conduct periodic meetings with the technical team to agree on parameters.
  • Develop a detailed methodological plan for systematization, including data collection techniques such as interviews, focus groups, and document reviews.
  • Create a methodological plan for the national digital mapping of health promoters, including a digital database.
  • Collect data in selected locations through interviews and focus groups with key stakeholders involved in health promotion.
  • Analyze the information obtained to identify best practices, challenges, and lessons learned.
  • Present preliminary results to the responsible team for feedback and validation.
  • Draft a final report summarizing the functions, experiences, and recommendations for future interventions.
  • Socialize the results with health authorities and stakeholders.

Required Qualifications:
  • University degree in health sciences (e.g., Medical Doctor, Nursing, Social Work with a specialization in Public Health).
  • Preferably a postgraduate degree in health service management.
  • Minimum of 3 years of professional experience in health practice and at least 1 year in systematization processes, including community health interventions.
  • Strong verbal and written communication skills.
  • Experience in leading interdisciplinary teams and preparing technical reports.
  • Knowledge of the Honduran health system and the Family and Community Health Strategy (ESFAM).
  • Ability to produce detailed technical reports and strategic recommendations.

Educational Background:
A professional university degree in health sciences is required, such as a Medical Doctor, Nurse, or Social Worker with a specialization in Public Health. A postgraduate degree in health service management is preferred.

Experience:
The position requires a minimum of 3 years of professional experience in health-related fields, with at least 1 year specifically focused on systematization processes and community health interventions. Experience in the Honduran health system and familiarity with the Family and Community Health Strategy is highly desirable.

Languages:
Fluency in Spanish is mandatory. Knowledge of English is considered an asset but not required.

Additional Notes:
The consultancy is expected to last for a maximum of three months, with the consultant based in Tegucigalpa but required to travel to various regions for data collection. The consultant will be responsible for their travel expenses, which should be included in the proposal. All deliverables must meet UNICEF's standards, and the consultant will not be considered a staff member of UNICEF, thus not entitled to employee benefits. The consultant must complete mandatory training courses before starting the contract. UNICEF emphasizes diversity and inclusion in its workforce and has a zero-tolerance policy for misconduct.
