Job Overview:
The Monitoring and Reporting Officer will play a crucial role in the UNOPS project aimed at enhancing access to quality education and equitable employment opportunities through labor-intensive maintenance in public areas. This position involves overseeing project monitoring and reporting, ensuring that performance indicators align with project goals, and providing evidence-based assessments of project outcomes. The officer will collaborate closely with the project manager and other team members to ensure effective communication and data management, contributing to the overall success of the project. The role requires a proactive approach to identifying risks and opportunities for improvement, as well as a commitment to knowledge sharing and best practices within the project framework.

Duties and Responsibilities:
The Monitoring and Reporting Officer will be responsible for a variety of tasks including:
  • Project Monitoring: Building comprehensive reports for donors on a monthly and semi-annual basis, ensuring that performance indicators remain relevant and aligned with project design. Conducting regular monitoring visits to project sites, maintaining and reviewing the project risk register, and drafting terms of reference for project evaluations.
  • Project Reporting: Preparing progress and highlight reports in coordination with project teams, ensuring timely submission of reports as per project agreements, and acting as a focal point for data collection and analysis related to monitoring and inspection activities.
  • Knowledge Management & Networking: Engaging with project teams to gather case studies, lessons learned, and success stories, leading the preparation of communication products that highlight best practices and project achievements.
  • Collaboration: Working closely with the project manager and other stakeholders to ensure effective project planning and implementation, while fostering a collaborative team environment.

Required Qualifications:
Candidates must possess a first-level university degree (Bachelor's degree) in project management, development policy, business administration, international development, or a related field. Additionally, a minimum of two years of progressively responsible experience in program/project monitoring, evaluation, and reporting is required. Experience in producing evidence-based monitoring reports and managing project monitoring and evaluation systems is essential. Familiarity with innovative technologies for monitoring and tracking is highly desirable, along with experience in the humanitarian or development sector, particularly in the Middle East. Experience with cash for work projects and working with international organizations or UN agencies is also preferred. Proficiency in MS Office applications, including Word, Excel, Visio, and PowerPoint, is highly desirable.

Educational Background:
The position requires a first-level university degree (Bachelor's degree) in a relevant field such as project management, development policy, business administration, international development, or a related discipline. This educational background is essential for understanding the complexities of project management and evaluation in a development context.

Experience:
The ideal candidate should have at least two years of relevant experience in program/project monitoring, evaluation, and reporting. This experience should be progressively responsible and can be gained in either national or international organizations. Candidates should demonstrate a strong ability to produce evidence-based monitoring reports and manage project monitoring and evaluation systems effectively. Experience in the humanitarian and/or development sector is required, with a preference for candidates who have worked in the Middle East and have familiarity with cash for work projects. Experience with international organizations and/or UN agencies is also desirable.

Languages:
Fluency in both spoken and written English and Arabic is mandatory for this position. This bilingual requirement is crucial for effective communication and reporting within the diverse context of the project and its stakeholders. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
This position is classified as a Local ICA contract at level LICA 8, with an open-ended duration subject to organizational requirements, availability of funds, and satisfactory performance.
