Job Overview:
The consultant will provide technical support for the acceleration of diabetes prevention and control in the Western Pacific Region, working closely with WHO country offices and ministries of health. The role involves integrating diabetes prevention and control into primary healthcare, developing country case studies, and supporting regional meetings on diabetes strategies. The consultant will also contribute to the implementation of the Regional Action Framework for Noncommunicable Disease Prevention and Control, which aims to transform health systems to support healthier lifestyles and reduce the burden of NCDs. The position requires collaboration with various stakeholders, including civil society, to ensure a comprehensive approach to diabetes management.

Duties and Responsibilities:
  • Provide technical input to the work program for integrating diabetes prevention and control into primary healthcare.
  • Attend meetings with HQ, GDC Team, and RO NCD Team to align ongoing and prospective actions.
  • Serve as a technical resource for diabetes management in the countries, responding to inquiries and providing detailed information on related principles and practices.
  • Develop a country case study on diabetes management.
  • Support the planning and execution of a regional meeting on diabetes prevention and control strategies, including the development of communication materials and meeting reports.
  • Support activities towards the implementation of the Regional Action Framework for the Prevention and Control of Noncommunicable Diseases.
  • Conduct meetings with experts, collaborating centers, and member state representatives.
  • Prepare background documents and compile relevant data.
  • Produce high-quality reports on diabetes initiatives. 1
  • Deliver an updated report and situational analysis on diabetes status and ongoing initiatives in the region.

Required Qualifications:
Essential: A Bachelor’s degree in public health or any health-related field from a recognized institution. Desirable: A postgraduate degree (master's level) in fields related to public health, noncommunicable diseases, or cardiometabolic diseases. Candidates should possess broad knowledge of NCD prevention and control concepts and strategies, as well as skills in planning, training, monitoring, and evaluation of interventions. Good communication skills and the ability to synthesize knowledge and express ideas effectively in writing are essential. Candidates should also demonstrate the ability to coordinate with external partners and work harmoniously in a team.

Educational Background:
Candidates must have a Bachelor’s degree in public health or a related health field from an accredited institution. A master's degree in public health or a related field is highly desirable, as it provides advanced knowledge and skills necessary for addressing complex health issues, particularly in the context of noncommunicable diseases.

Experience:
Candidates should have a minimum of five years of relevant work experience in the control of noncommunicable diseases, including public health measures to prevent and manage these diseases. Experience at the international level, particularly with WHO or other UN agencies, is desirable. Experience in managing large teams and working in the Western Pacific Region is also beneficial.

Languages:
Expert level of English is essential, including reading, writing, and speaking. A working knowledge of other UN languages is considered an advantage, as it may facilitate communication with diverse stakeholders and partners in the region.

Additional Notes:
The consultant will be based in Manila and may be required to travel for relevant activities such as consultations, information gathering, program reviews, and training. The expected duration of the contract is six months, from June to December 202
