Job Posting Organization: The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives from the private sector, environmental community, and civil society. Established to address integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, and hydrofluorocarbons. The coalition aims to enhance public health, economic development, and environmental benefits through collaborative efforts. Madagascar joined the CCAC in 2024, committing to advance the SLCP agenda under the Ministry of Environment and Sustainable Development (MEDD).
Job Overview: The International SLCP Expert will play a crucial role in supporting Madagascar's efforts to integrate Short-Lived Climate Pollutants (SLCPs) into the Nationally Determined Contributions (NDC 3.0) framework. This position focuses on key sectors that contribute to super pollutant emissions, particularly methane, black carbon, hydrofluorocarbons (HFCs), and nitrous oxide (N2O). The expert will work closely with the MEDD and relevant stakeholders to enhance their engagement and capability in climate policy, specifically targeting SLCP mitigation. The overarching goal is to enhance mitigation actions while addressing public health, economic development, and environmental benefits. The expert will be responsible for developing a comprehensive work plan, conducting baseline assessments, and providing policy recommendations to ensure that Madagascar's NDC 3.0 is ambitious and effective in reducing greenhouse gas emissions and preserving the country's carbon sink status.
Duties and Responsibilities: The duties and responsibilities of the International SLCP Expert include:
Collaborating with the National SLCP Expert and other ministries to develop a work plan for integrating SLCPs into the NDC 3.0 framework.
Conducting a baseline report on the current status of SLCP emissions in targeted sectors.
Developing a Mitigation Strategy that includes actionable measures for each sector with estimated emission reductions.
Providing policy recommendations and guidelines for integrating SLCP measures into the NDC 3.0 framework.
Organizing capacity-building sessions, including virtual workshops and training for stakeholders on SLCP mitigation strategies.
Establishing a monitoring and reporting framework to track SLCP reductions in accordance with the Enhanced Transparency Framework (ETF) under the Paris Agreement.
Preparing periodic progress reports that summarize technical inputs, stakeholder dialogues, and agreements reached during discussions.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in environmental sciences, environmental engineering, physics, chemistry, chemical engineering, electrical engineering, or a related field. Alternatively, a first university degree combined with two additional years of qualifying experience may be accepted. Additionally, candidates should have at least eight years of professional experience in areas relevant to climate change, including climate change modeling, energy modeling, GHG emissions inventory, and air pollution. Excellent written and spoken communication skills are essential, along with the ability to collaborate effectively with colleagues and partners. Experience in multi-stakeholder dialogues and knowledge of sectoral authorities is also required. Familiarity with GHG and air pollution mitigation modeling software, as well as national policies related to climate change and air pollution, is necessary. A good understanding of GHG dynamics and environmental public policy is desirable.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as environmental sciences, environmental engineering, physics, chemistry, chemical engineering, or electrical engineering. A first university degree may be accepted if accompanied by two additional years of qualifying experience. This educational foundation is critical for understanding the complexities of climate change and environmental policy.
Experience: The position requires a minimum of eight years of professional experience in fields related to climate change, including climate change modeling, energy modeling, GHG emissions inventory, and air pollution. Candidates should have a proven track record of working in relevant sectors and engaging with stakeholders to implement effective climate policies. Experience in environmental public policy is also desirable, as it will enhance the candidate's ability to navigate the complexities of climate action in Madagascar.
Languages: Fluency in both oral and written French and English is required for this position. This bilingual proficiency is essential for effective communication with stakeholders, partners, and government officials in Madagascar and for the successful implementation of SLCP mitigation strategies.
