Job Description
Job Posting Organization:
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives from the private sector, environmental community, and civil society. Established to address integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. The CCAC is the only international initiative dedicated to this cause, emphasizing fast action to mitigate climate change impacts. Madagascar joined the CCAC in 2024, committing to advance the SLCP agenda under the Ministry of Environment and Sustainable Development (MEDD).

Job Overview:
The National SLCP Expert will play a crucial role in coordinating and facilitating dialogue among various stakeholders, including national ministries, agencies, the private sector, and civil society, to integrate Short-Lived Climate Pollutants (SLCPs) into Madagascar's Nationally Determined Contribution (NDC) 3.0 framework. This position involves collecting and reviewing national data on emissions and policies related to SLCPs and supporting baseline assessments to gather sector-specific information on current mitigation actions. The expert will focus on key sectors contributing to SLCP emissions, particularly methane, HFCs, and nitrous oxide, which is a long-lived non-CO2 pollutant. The overarching goal is to enhance mitigation actions while addressing public health, economic development, and environmental benefits, thereby ensuring Madagascar retains its carbon sink status and improves air quality outcomes.

Duties and Responsibilities:
  • Coordinate and facilitate dialogue and consultations with national ministries, agencies, private sector, and civil society relevant to SLCP and N2O integration into Madagascar’s NDC 3.
  • Collect, compile, and review existing national data on emissions, policies, measures, and initiatives related to methane, black carbon, HFCs, and N₂O.
  • Support baseline assessments by gathering sector-specific information on current mitigation actions and SLCP emission sources.
  • Collaborate with the Government of Madagascar to integrate SLCPs into the NDC 3.0 framework, focusing on key sectors contributing to SLCP emissions.
  • Enhance mitigation actions while addressing public health, economic development, and environmental benefits.
  • Engage in multi-stakeholder dialogues and work closely with sectoral authorities.
  • Provide expertise on national policies related to climate change mitigation and air pollution.
  • Develop methodologies and resources for GHG and air pollution emissions inventories.

Required Qualifications:
  • Advanced university degree (Master’s degree or equivalent) in environmental sciences, environmental engineering, physics, chemistry, chemical engineering, electrical engineering, or a related field is required.
  • A first university degree in combination with two additional years of qualifying experience may be accepted instead of the advanced degree.
  • Eight years or more of professional experience in a field relevant to climate change, climate change modelling, energy modelling, GHG emissions inventory, and air pollution.
  • Excellent written and spoken communication skills, with the capacity to work collaboratively with colleagues and partners.
  • Experience in multi-stakeholder dialogues and knowledge of sectoral authorities is required.
  • Knowledge of national policies in climate change mitigation and air pollution is essential.
  • A good understanding of GHG dynamics, short-lived climate pollutants, climate change, and air pollution issues in Madagascar is required.
  • Experience in environmental public policy is desirable.
  • Knowledge of methodologies and resources for developing GHG and air pollution emissions inventories is desirable.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in environmental sciences, environmental engineering, physics, chemistry, chemical engineering, electrical engineering, or a related field is required. Alternatively, a first university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
The position requires eight years or more of professional experience in areas relevant to climate change, including climate change modelling, energy modelling, GHG emissions inventory, and air pollution. This extensive experience is crucial for effectively addressing the complexities of SLCPs and their integration into national policies.

Languages:
Fluency in oral and written French and English is required for this position, ensuring effective communication with diverse stakeholders and partners involved in the SLCP agenda.
