Job Overview:
The Deputy Representative at UNFPA plays a pivotal role in the formulation and delivery of the UNFPA country programme, ensuring that the organization's goals align with national development efforts. This position involves overseeing the day-to-day operations of the Country Office and leading initiatives that support the implementation of the International Conference on Population and Development (ICPD) Programme of Action. The Deputy Representative is expected to engage with various stakeholders, including government entities, civil society, and international partners, to advocate for the ICPD agenda and ensure that issues of population, sexual and reproductive health, and gender are integrated into the broader development agenda. The role requires strong leadership skills, the ability to manage complex programs, and a commitment to achieving high-impact results that benefit the most vulnerable populations.

Duties and Responsibilities:
The Deputy Representative will be responsible for a wide range of duties, including but not limited to: leading the development and delivery of integrated technical and programmatic support that meets country needs; assessing national trends and their implications for UNFPA's work; consulting with government and civil society on national priorities; recommending areas of assistance based on demographic and socio-economic data; providing inputs for the development of global/regional strategic plans; ensuring compliance with UNFPA guidelines and policies; overseeing technical assistance to partners; catalyzing the expansion of UNFPA deliverables; establishing quality standards for project development; preparing programme and financial progress reports; promoting knowledge sharing; and responding to humanitarian emergencies as needed. Additionally, the Deputy Representative will implement strategies for capacity building, enhance partnerships and advocacy efforts, and ensure effective resource management within the Country Office.

Required Qualifications:
Candidates must possess a Master’s degree or advanced university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or a related field. They should have at least 10 years of progressively responsible professional experience in development and population activities, including design" style="border-bottom: 1px dotted #007bff !important;">program design, appraisal, and management. Experience in humanitarian contexts is considered an asset. Candidates must demonstrate the ability to lead teams effectively, possess excellent communication skills in both French and English, and have a strong interest in development work aligned with UNFPA's mission. Proficiency in office software applications is also required.

Educational Background:
The educational background required for this position includes a Master’s degree or advanced university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, or Management. This advanced education is essential for understanding the complexities of population and development issues and for effectively leading programs that address these challenges.

Experience:
The position requires a minimum of 10 years of increasingly responsible professional experience in the field of development and population activities. This includes experience in program design, appraisal, and management, as well as a demonstrated ability to lead and manage teams to achieve significant results. Field experience is considered a strong asset, particularly in contexts related to humanitarian work and development initiatives.

Languages:
Fluency in French (reading, writing, and speaking) is mandatory, along with a working knowledge of English (reading, writing, and speaking). These language skills are crucial for fostering partnerships and maintaining political relationships at a high level of representation within the assigned country.
