Job Overview: The Deputy Representative plays a crucial role in the formulation and delivery of the UNFPA country programme, overseeing the day-to-day operations of the Country Office (CO). Duties and Responsibilities: The Deputy Representative is responsible for a wide range of duties including: leading the development and delivery of integrated technical and programmatic support; assessing national trends and their implications for UNFPA work; consulting with government and civil society on national priorities; recommending areas of assistance based on demographic and socio-economic data; providing inputs for global/regional strategic plans; managing the Country Programme in line with UNFPA guidelines; overseeing technical assistance to partners; catalyzing the expansion of UNFPA deliverables; establishing quality standards for project development; preparing programme and financial progress reports; promoting knowledge sharing; implementing capacity-building strategies; advocating for the ICPD agenda; ensuring effective resource management; and supervising international and national programme staff.
Required Qualifications: Candidates must possess a Master's degree or advanced university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or a related field. They should have at least 10 years of progressively responsible professional experience in development and population activities, including programme design, appraisal, and management. Experience in humanitarian contexts is an asset. Candidates must demonstrate the ability to lead teams, communicate effectively in both French and English, and have a strong interest in development work aligned with UNFPA's mission.
Educational Background: A Master's degree or advanced university degree in relevant fields such as Public Health, Sociology, Demography, Gender, International Relations, or related disciplines is required for this position. This educational background is essential for understanding the complexities of population dynamics and the implementation of health and development programs.
Experience: Candidates should have a minimum of 10 years of relevant professional experience, with a focus on development and population activities. This experience should include significant responsibilities in programme design, management, and evaluation, as well as a proven track record of leading teams and achieving results in complex environments. Field experience is highly valued and considered a strong asset.
Languages: Fluency in French (reading, writing, and speaking) is mandatory, along with a working knowledge of English (reading, writing, and speaking). Proficiency in both languages is essential for effective communication and partnership building at high levels of representation.
