Job Overview: The Monitoring and Evaluation Officer will play a crucial role in the UNOPS project aimed at supporting labor-intensive maintenance in public areas, particularly in the education sector in Jordan. This position involves overseeing project monitoring and reporting, ensuring that performance indicators align with project goals, and providing evidence-based analysis to inform decision-making. The officer will collaborate closely with various teams to prepare reports, manage data collection, and contribute to knowledge sharing within the organization. The role requires a proactive approach to identifying risks and opportunities for improvement, as well as a commitment to fostering an inclusive and respectful work environment.
Duties and Responsibilities: The Monitoring and Evaluation Officer will be responsible for a range of duties, including but not limited to:
Project Monitoring: Building comprehensive reports for donors on a monthly and semi-annual basis, ensuring performance indicators remain relevant, and conducting regular monitoring visits to project sites.
Project Reporting: Preparing progress reports in coordination with project teams, ensuring timely submission of reports, and acting as a focal point for data collection and analysis.
Knowledge Management & Networking: Interacting with project teams to gather success stories and best practices, leading the preparation of communication products, and contributing to project planning processes.
Risk Management: Maintaining and monitoring the project risk register, flagging high risks to the Project Manager, and proposing further impact monitoring strategies.
Additional Duties: Performing any other tasks as requested by the Project Manager to support project objectives.
Required Qualifications: Candidates must possess a first-level university degree (Bachelor's degree) in project management, development policy, business administration, international development, or a related field. Additionally, a minimum of two years of progressively responsible experience in program/project monitoring, evaluation, and reporting is required. Experience in producing evidence-based monitoring reports and managing project monitoring and evaluation systems is essential. Familiarity with innovative technologies for monitoring and tracking is highly desirable, as is experience in the humanitarian or development sector, particularly in the Middle East and cash for work projects. Proficiency in MS Office applications is also required.
Educational Background: The educational requirement for this position is a first-level university degree (Bachelor's degree) in a relevant field such as project management, development policy, business administration, international development, or a related discipline. This educational background is essential to equip the candidate with the necessary skills and knowledge to effectively manage project monitoring and evaluation processes.
Experience: The position requires a minimum of two years of progressively responsible experience in program/project monitoring, evaluation, and reporting. Candidates should have a proven track record in producing evidence-based monitoring reports and managing project monitoring and evaluation systems. Experience in the humanitarian and/or development sector is essential, with a preference for candidates who have worked in the Middle East and have familiarity with cash for work projects. Experience with international organizations or UN agencies is also desirable, as is proficiency in relevant software applications such as MS Word, Excel, Visio, and PowerPoint.
Languages: Fluency in both spoken and written English and Arabic is mandatory for this position. This bilingual requirement is crucial for effective communication and collaboration within the diverse teams and stakeholders involved in the project. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: This position is a local ICA contract at level LICA 8, with an open-ended duration subject to organizational requirements, availability of funds, and satisfactory performance.
