Job Overview: The Finance Associate position is pivotal in delivering effective financial advice and services to both internal and external clients, particularly in relation to the Country Office (CO) and UNFPA-supported projects. Reporting to the Operations Manager, the Finance Associate will play a key role in ensuring the effective financial management of UNFPA programme activities, which encompass population and development, reproductive health, and gender. The role requires a client-oriented and results-focused approach, with an emphasis on interpreting financial rules, procedures, and guidelines to maximize the impact of financial resources. The Finance Associate will be expected to support the monitoring of programme financial performance, provide necessary financial information and analysis, and assist in the management of the CO budget, among other responsibilities.
Duties and Responsibilities: The Finance Associate will be responsible for a variety of duties, including but not limited to: monitoring programme financial performance by providing necessary financial information and analysis; developing effective mechanisms for monitoring programme and project budgets; coordinating the compilation of financial data; regularly providing accurate financial information to CO, HQ, and regional offices; interpreting financial policies and procedures; providing training and guidance to staff and project managers; assisting in the management of the CO budget; drafting accurate donor financial reports; reviewing payment requests for accuracy and completeness; maintaining an effective financial recording and reporting system; processing financial transactions; reviewing and monitoring charges for overtimes and services; representing UNFPA’s interests in financial negotiations; and supervising administrative and clerical staff as required.
Required Qualifications: Candidates must possess a Bachelor’s Degree with a minimum of three years of relevant experience, or a High School certificate with at least six years of relevant experience. A completed Secondary Level Education is required, and a first-level university degree in Finance, Business, Public Administration, or a similar discipline is desirable. Proficiency in current office software applications and web-based management and ERP financial systems is essential.
Educational Background: The educational background required for this position includes a Bachelor’s Degree in a relevant field such as Finance, Business, or Public Administration, or a High School certificate with extensive experience in finance or office management. A first-level university degree is preferred, indicating a strong foundation in financial principles and practices.
Experience: The position requires a minimum of six years of relevant experience in finance or office management. Candidates should demonstrate proficiency in current office software applications and have experience with web-based management and ERP financial systems, showcasing their ability to manage financial resources effectively.
Languages: Fluency in English is mandatory, while knowledge of other official UN languages, particularly Tajik and/or Russian, is desirable. This linguistic capability will enhance communication with diverse stakeholders and facilitate effective financial management within the organization.
