Job Overview:
The National Coordinator of the Men Engagement and Volunteerism Programme will play a crucial role in leading initiatives aimed at promoting gender equality and preventing gender-based violence (GBV) in Turkmenistan. This position involves coordinating training programs for young men and boys, particularly in sports schools, and working with young people with disabilities. The coordinator will oversee a team of trainers across different velayats, ensuring their professional development and the quality of the training provided. The role requires a strong commitment to gender equality and the ability to engage effectively with various stakeholders, including government agencies and community organizations. The consultant will be responsible for developing training materials, conducting training sessions, and reporting on the program's progress and outcomes.

Duties and Responsibilities:
The duties and responsibilities of the National Coordinator include:
  • Developing and preparing training modules and materials for a 5-day pre-service Training of Trainers (ToT) on understanding gender and developing trainer skills.
  • Conducting the 5-day ToT and facilitating online and offline meetings organized by UNFPA.
  • Collecting data from all velayats and preparing monthly and quarterly reports on the program's progress, including training conducted, participant lists, and evaluation summaries.
  • Recruiting 12-15 volunteers to promote gender equality in communities and training them on relevant topics.
  • Organizing sessions for volunteers to conduct on gender equality and GBV prevention.
  • Leading regular meetings with trainers from different velayats to coordinate scaling-up activities.
  • Conducting focus group discussions and surveys for situational analysis on social norms and gender stereotypes.
  • Providing advisory support and organizing capacity development sessions for volunteers.
  • Communicating regularly with various stakeholders to enhance the program's visibility and collaboration.

Required Qualifications:
The required qualifications for this position include:
  • A Bachelor's Degree in social work, teaching, social sciences, or related fields.
  • A minimum of 2 years of experience as a social worker or trainer working with young people and individuals with disabilities.
  • Direct experience working with civil society organizations in Turkmenistan.
  • Knowledge of cultural and social norms, customs, and gender issues in Turkmenistan.
  • Excellent speaking and writing skills in Turkmen and Russian are mandatory, while proficiency in English is considered an asset.

Educational Background:
Candidates must possess at least a Bachelor's Degree in relevant fields such as social work, education, social sciences, or equivalent qualifications that demonstrate their capability to fulfill the responsibilities of the position effectively.

Experience:
The position requires a minimum of 2 years of relevant experience, particularly in roles that involve working with young people, training, and engagement with civil society organizations. Experience in gender equality initiatives and volunteerism is highly desirable.

Languages:
Fluency in Turkmen and Russian is mandatory for this position, as effective communication with local stakeholders is essential. Proficiency in English is considered a valuable asset, enhancing the candidate's ability to engage with international partners and resources.

Additional Notes:
The consultancy is set to last from June 1, 2025, to February 28, 2026, with a total of 97 working days required for the completion of the project. The consultant will be compensated based on the GS-2 level of the UN salary scale for the General Service Category, with payments made upon the successful completion of deliverables.
