Job Overview: The Associate Development Coordination Officer, Partnerships, plays a crucial role in supporting the UN Country Team (UNCT) in developing and managing strategic partnerships aimed at advancing sustainable development. This position involves providing substantive support for strategic planning and coordination of UNCT partnerships with civil society, the private sector, and other stakeholders to achieve the SDGs. The officer will assist in the implementation of the UN Partnership Strategy, conduct liaison and coordination with UN entities, and provide guidance to external stakeholders seeking to partner with the UNCT. The role also includes participating in joint partnership and resource mobilization initiatives, supporting the management of pooled funds, and promoting financing for development options. The officer will contribute to knowledge management and capacity development related to partnerships and resource mobilization at the country level, ensuring that best practices and lessons learned are shared and utilized effectively.
Duties and Responsibilities:
Assist with the provision of substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, the private sector, and other stakeholders to achieve the SDGs.
Provide advice on the development and implementation of the UN Partnership Strategy in alignment with the UN Sustainable Development Cooperation Framework.
Support a UNCT working group for effective implementation, monitoring, and assessment of the partnership strategy.
Conduct liaison and coordination with UN entities to define a value proposition for local partnerships.
Serve as an entry point for external stakeholders seeking guidance on partnering with the UNCT.
Provide substantive support to the Resident Coordinator and UNCT in identifying risks and opportunities related to partnerships.
Assist in the development and implementation of locally tailored partnerships.
Participate in joint partnership and resource mobilization initiatives and support the management of pooled funds for the UN Sustainable Development Cooperation Framework.
Monitor and analyze existing resource mobilization partnerships and relationships. 1
Support the UNCT in preparing the Funding Framework of the UN Sustainable Development Cooperation Framework. 1
Contribute to knowledge management and capacity development relating to partnerships and resource mobilization.
Required Qualifications: Candidates must possess a strong understanding of sustainable development theories, concepts, and approaches. They should have the ability to identify and develop sources for data collection, undertake research, analyze data, and make recommendations. Professionalism, planning and organizing skills, and teamwork are essential competencies for this role. The candidate should demonstrate a commitment to gender perspectives and the equal participation of women and men in all areas of work. The ability to analyze and interpret data to support decision-making is also required.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is an advantage.
Experience: A minimum of two years of progressively responsible experience in providing strategic support for the development of partnerships aimed at advancing sustainable development is required. Experience in project/programme development and management in the context of development cooperation or related areas is also required. Experience in resource mobilization or development finance is essential, and work experience in supporting the financing of SDGs is desirable. Additionally, one year or more of experience in data analytics or related areas is considered an asset.
Languages: Fluency in oral and written English is required for this position. Knowledge of another official United Nations language, such as French, is an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is defined as a rating of 'confident' in two of the four areas.
Additional Notes: This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Kosovo only, and candidates residing outside Kosovo may be considered if no suitable local candidate is identified.
