Job Overview:
The Regional Officer for Air Transport Development/Implementation Support is a pivotal role within the ICAO Regional Office. This position is responsible for liaising with member states and regional organizations to ensure the effective implementation of ICAO's strategic objectives and policies. The incumbent will report directly to the Deputy Regional Director and will coordinate with various bureaus within ICAO to provide technical guidance and support to member states. The role involves significant interaction with government officials and stakeholders in the aviation sector, focusing on economic regulation, forecasting, and the development of air transport policies. The officer will also be tasked with mobilizing resources and managing projects that align with ICAO's goals, ensuring that member states comply with international standards and practices in civil aviation.

Duties and Responsibilities:
  • Support civil aviation forecasting and economic planning by soliciting user feedback on forecasting documents and communicating significant activities to headquarters.
  • Assist in organizing and conducting workshops related to aviation forecasting and statistics.
  • Promote ICAO’s economic regulation policies and assist states in implementing these guidelines.
  • Monitor and report on developments in air transport policy and taxation affecting the aviation sector.
  • Provide support to regional organizations in drafting regulations aligned with ICAO guidelines.
  • Mobilize financial and in-kind resources for ICAO's initiatives and maintain regular contact with relevant authorities.
  • Coordinate and manage regional projects, ensuring alignment with ICAO’s strategic plans.
  • Develop technical implementation support initiatives and manage project reviews.
  • Perform other related duties as assigned by the Deputy Regional Director.

Required Qualifications:
Candidates must possess a Master's degree in aeronautics, Air Transport Economics, Business Administration, Aviation Law, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of seven years of progressively responsible experience in an aviation-related capacity is essential, with a strong background in project management and experience working with government and international organizations. Candidates should demonstrate experience in resource mobilization and technical assistance provision.

Educational Background:
An advanced-level university degree (Master’s degree or equivalent) in aeronautics, Air Transport Economics, Business Administration, Aviation Law, or a related field is required. A first-level university degree with additional qualifying experience may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of seven years of experience in an aviation-related role, with progressive levels of responsibility. Candidates should have experience in project and program management within a civil aviation authority or international organization, as well as experience working with high-level government officials and regional arrangements.

Languages:
Fluent reading, writing, and speaking abilities in English and French are essential. A working knowledge of any other language of the Organization (Arabic, Chinese, Russian, Spanish) is desirable.

Additional Notes:
This position is a fixed-term appointment for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to adhere to the standards of conduct for international civil servants and may be assigned to various activities or offices within the organization. The position offers an attractive benefits package in accordance with the International Civil Service Commission policies. The statutory retirement age for staff entering service after January 1, 2014, is 6
  • The remuneration for this position is at Level P-4, with a net base salary of USD $84,672 per annum plus a post adjustment of USD $36,324, subject to change.
