Job Overview:
The position of Director of the Department for Security and Public Safety involves overseeing the operational implementation of the department's projects and ensuring effective communication and coordination within the department and with other units in the OSCE Mission. The successful candidate will act as the Director in their absence, manage staff, and represent the department in various forums. This role requires a comprehensive understanding of security and public safety matters, particularly in post-conflict and developing regions, and the ability to propose sustainable solutions to emerging security problems. The candidate will also be responsible for developing community policing policies in collaboration with local and international stakeholders, promoting community safety initiatives, and assisting in donor coordination efforts.

Duties and Responsibilities:
The successful candidate will be tasked with a variety of responsibilities, including acting as the Director of the Department in the absence of the Director, managing the operational implementation of department projects, coordinating communication within the department and with other units, interacting with international and national counterparts, ensuring efficient project implementation, and representing the department on behalf of the Director. Additional duties include supporting the development and implementation of community policing policies, representing the department in inter-institutional forums, working with senior leadership of the Kosovo Police and Ministry of Internal Affairs, assisting in donor coordination, and performing other management duties as assigned by the Director.

Required Qualifications:
Candidates must possess excellent physical condition, a valid automobile driving license, and the ability to cope with physical hardship. They should have strong negotiating and interpersonal skills, the ability to read and utilize maps, perform first aid, and have knowledge of International Police Standards and Human Rights. Furthermore, candidates must have a comprehensive understanding of security and safety matters, experience in working with international organizations, and proven experience in project management, drafting reports, and delivering presentations. Leadership qualities and the ability to work with diverse groups while maintaining impartiality are essential.

Educational Background:
A minimum of ten years of diversified and progressively responsible police experience is required, including at least one year at a management level relevant to the position. Candidates should have completed police administrative courses, including human resources and general police management. Additional education in related fields is desirable, as is knowledge of the development of security safety standards and regulations.

Experience:
Candidates must have a minimum of ten years of diversified and progressively responsible police experience, including at least one year in a management role. Experience in working with international organizations or governments, particularly in post-conflict or developing regions, is essential. Proven experience in project management, community safety, and community policing is also required, along with the ability to draft analytical reports and manage multiple tasks under pressure.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of local languages is desirable, as it can enhance communication and understanding within the community and with local stakeholders.

Additional Notes:
This position is a fixed-term contract under the OSCE Mission in Kosovo, classified as middle management. The maximum period of service in this post is seven years, and the OSCE is committed to applying the highest ethical standards.
